The Town of Greenwich Purchasing Department, on behalf of The Nathaniel Witherell (TNW), Skilled Nursing Facility (SNF) is seeking bids for Snow Plowing Services for The Nathaniel Witherell SNF on an as-needed basis. The intention of this Request for Bid (RFB) is to establish a Service Contract with one (1) or more Contractor(s) who will, upon request, provide the Town with the services, labor, and supplies described in the RFB. There is no guarantee as to the quantity of services, labor, or supplies the Town may purchase during the term of the Service Contract. Individual projects performed under this Contract shall not exceed $35,000. The Service Contract will have an initial term, from November 1, 2025, through October 31, 2026. In addition, there will be four (4) optional years that may be engaged through the mutual consent of both parties, on an annual basis. At the request of TNW, the awarded Contractor shall provide quotations for required services, based on the Unit Prices provided on the Reply Sheets. The awarded Contractor shall provide comprehensive snow plowing, shoveling, de-icing, and related services on an as-needed basis at The Nathaniel Witherell campus, a 24/7 skilled nursing facility. Reliable, timely service is critical to ensure continuous access and safety for residents, staff, and emergency responders. The areas that require services are indicated in Exhibit C, highlighted in blue and pink. The Town reserves the right to change the service areas if needed. Contractor shall perform the following services: 1. Vehicle Area Snow Plowing The awarded Contractor shall perform snow shoveling and/or plowing services on indicated areas of the property, including driveways, driveway aprons, fire lanes, parking areas, and loading dock areas. The awarded Contractor shall mobilize when snow accumulation reaches 1.5" or an official weather advisory (e.g., National Weather Service) forecasts accumulation of > 1.5 inches within the next 2 hours or when needed for re-freeze, black ice, and/or freezing rain conditions. The awarded Contractor shall begin snow and ice removal operations and continue as needed. 2. Pedestrian Area Snow Shoveling The awarded Contractor will perform snow shoveling and/or plowing services on all front walkways, disability ramps and front entrances, walkways leading to parking areas, walkways leading from the employee lot to Parsonage Cottage, ramps, stairs in the Rose Garden area, walkways and deck in the Courtyard area, all doorways/emergency exits around the building, all walkways and basement entrance at the Pavilion, Compactor/Dumpster area and area around generator. The awarded Contractor shall 1.5" or as directed by TNW. 3. De-Icing Services De-icing shall be performed during or immediately following storm events, including when accumulations are under 1.5", or as requested by TNW. The awarded Contractor shall apply de-icing materials to service areas listed above in conjunction with a storm, with accumulations under 1.5". Contractor shall pre-treat all driveways and walkways when freezing conditions or freezing precipitation is expected or when requested by TNW. Salting of the Driveway shall be performed with Rock Salt. Salting of Walkways shall be performed with an eco-friendly ice melt blended with Magnesium Chloride; Green Scapes or similar. 4. Snow Plowing and Snow Shoveling Rates The Bidder shall provide on the Reply Sheets fixed Service Fees for snow plowing and shoveling of the specified areas: Clearing Driveways and Parking lots for snow accumulation between 1.5" and 6" Clearing Walkways for snow accumulation between 1.5"- 6" 5. Determining Snow Depth The aggregate depth of snowfall and number of snow, ice, and/or mixed precipitation events requiring services will be determined in good faith by the awarded Contractor using published, third-party compiled meteorological data for the site's surrounding geographic areas. 6. Snow Removal The Bidder shall provide on the Reply Sheets an hourly rate for the following snow removal equipment, if required: Rubber tire front bucket loader Rubber tire Skid Steer Large Dump Truck 11-16 c.. Hand Labor/Flag person For snow accumulation over 6 inches a flat rate (10% of the Service Fee) will be added for each additional one (1) inch of snow. (Example: Service Fee is $1,000.00, the flat rate of $100.00 per inch will be added to the Service Fee). The Town of Greenwich reserves the right to issue addenda as needed on bids/proposals. The Town of Greenwich reserves the right to reject any and all bids not deemed to be in the best interest of the Town of Greenwich, or to accept that bid which appears to be in the best interest of the Town of Greenwich. The Town of Greenwich reserves the right to waive any informalities in or reject any or all bids, or any part of any bid Bid date notes: The Purchasing Department is accepting hand-delivered bids. Bids received after the deadline date and time will not be accepted and will be returned unopened to the Bidder. The Reply Sheets must be completed and returned with the bid in a sealed envelope. Please clearly indicate RFB #7927 on the lower left-hand corner of the envelope.
