The Town of Greenwich Purchasing Department, on behalf of the Waste Water Treatment Plant, is seeking bids for liquid Polymer as per the Specifications of this Request For Bid (RFB). The intent of this RFB is to establish firm pricing for a minimum of one (1) year. A Commodity Award will be issued for an initial term of one (1) year. In addition, there will be four (4) optional years that may be engaged through the mutual consent of both parties on an annual basis. The awarded Vendor shall: a. Complete delivery within two (2) weeks of the order date. If a two (2) week delivery is unachievable, please include in the bid response and list the number of weeks the Vendor can complete delivery after Receipt of Order call. b. Confirm that the Vendor's dispatcher has been made aware of this requirement. Prior to submitting a bid, Bidder shall be responsible for visiting each Town's facility to bench test the polymers to ensure that the Bidders' polymer will perform with the treatment plant bio-solids. Bench testing is required on BOTH the mixed liquor suspended solids (MLSS) and the sludge blend for our dewatering process. Bidder shall submit, with their bid, the Material Safety Data Sheets (MSDS). Quantities indicated in this RFB are approximate. Depending on the need, the Town may purchase more or less than the estimated quantity. Approximately 40,000 to 50,000 +/- pounds (lbs.) or approximately 4,500 to 5,700 +/- gallons of polymer shall be delivered FOB to: Prices shall remain firm for one (1) year from the date of the Award. Per mutual agreement, the Award may be renewed for four (4) additional one (1) year terms. Each bid must be sealed to provide confidentiality of the information prior to the submission date and time. Please note the RFB # on the outside of the package. The Town will not be responsible for premature opening of bids that are not properly labeled. Event Bid Description: The Purchasing Department is accepting hand-delivered bids. Bids received after the deadline date and time will not be accepted and will be returned unopened to the Bidder. The Reply Sheets must be completed and returned with the bid in a sealed envelope. Please clearly indicate RFB #7923 on the lower left-hand corner of the envelope. In the event the State of Connecticut issues a similar Polymer Commodity Award during the period of the Award term, the Town reserves the right to select the supply arrangement which is in the best interest of the Town. The polymer shall be liquid. The Town has two (2) polyblend mixing systems. The Town of Greenwich reserves the right to reject any and all bids not deemed to be in the best interest of the Town, or to accept that bid which appears to be in the best interest of the Town. The Town reserves the right to waive any and all informalities, or to reject any or all bids or any part of any bid. The Town reserves the right to award this Commodity Award as a lump sum or on a line-by-line basis. The Town reserves the right to award this RFB to more than one Bidder.
