The City of Lawrence, Kansas is seeking a qualified contractor for the removal and land application of semi-sold (cake) digested biosolids (18 - 23% Total Solids) from storage located at the Kansas River WWTP for a one (1) year initial term, beginning 1/1/26 and ending 12/31/26 with four (4) optional additional one-year renewals. The proposal should be for the removal of approximately 1500 dry tons or 9000 CY for the year. This amount will be divided between 2 - 3 application events per year. These application events will occur before planting or after harvest with a possible summer application. Background The City of Lawrence is a diverse and multifaceted city that provides many of the amenities of a large metropolitan area, while still maintaining a strong sense of community. Located in Northeast Kansas, Lawrence is just 45 minutes west of Kansas City, and 30 minutes east of Topeka, the state capital. Lawrence offers a rich and fascinating history, a wide range of exciting cultural experiences, nationally recognized educational institutions, and some of the most unique and enjoyable shopping opportunities in the Midwest. Lawrence is governed by a City Commission, Mayor, and the day-to-day operations of the City are the responsibility of the City Manager. All work must comply with applicable federal, state, and local regulations. The City currently partners with several local farmers; therefore, no additional farmland may be used without specific City approval. Work must be performed in a professional manner that maintains the City's public image and its relationships with area farmers, and does not interfere with the ongoing operations of the treatment plant. The City of Lawrence is soliciting proposals for the removal, transportation, and land application of biosolids from the wastewater treatment plant. The biosolids shall be removed from existing storage and applied to farmland during two to three application events annually (spring, mid-summer, fall/winter), based on program needs and with prior approval of all application sites by the City. The cost of developing and submitting the proposal is entirely the responsibility of the bidder. This includes costs to determine the nature of the engagement, preparation of the proposal, submitting the proposal, negotiating for the contract and other costs associated with this bid. The selected contractor shall be responsible for providing all labor, equipment, and materials necessary to perform: Biosolids and soil sampling and analysis Coordination and scheduling Loading and covered transport Land application and incorporation of cake biosolids (within 6 hours of application) Biosolids cake sampling shall occur in February, April, June, August, October, and December. Samples must be analyzed by a certified laboratory in accordance with 40 CFR Part 503. Following approval by the Lawrence City Commission, the initial contract period will run from January 1, 2026 to December 31, 2026, or until all active projects are completed. The City may, at its discretion and with mutual agreement from the contractor, extend the contract for up to four (4) additional one-year terms. Bidders shall furnish information required by the solicitation in the form requested. The City reserves the right to reject bids with incomplete information or which are presented in a different format. Contractor warrants that there has been no violation of copyrights or patent rights in manufacturing, producing, or selling the goods shipped or ordered as a result of the bid, and contractor agrees to hold the City harmless from any and all liabilities, loss, attorney's fees or other expenses incurred by any such violation.
