The contract will be awarded as soon thereafter as practicable for: RISER POLE ELECTRIC UNDERGROUND RELOCATION. Award of Contract will be made to the lowest responsible bidder in accordance with applicable provisions of the law. The Village reserves the right to reject all bids or make such determination as in the best interests of the Village, as provided by law. This project involves the relocation of overhead electric riser poles to underground electric service at various sites within the Village of Rockville Centre. The initial phase of the project includes three confirmed locations requiring underground electric relocation: 474 Merrick Road (2 poles], 198 North Long Beach Road, and 60 Ongley Street. At each site, the contractor will be responsible for the complete removal ofthe existing overhead riser and the installation ofnew underground electric infrastructure. This includes site protection and traffic control, trenching, conduit installation, backfilling, and restoration of all disturbed areas such as pavement, sidewalks, and landscaping, as well as the installation of all associated underground electric components. The conduit refers to the underground portion that runs to the riser, which is mounted on the pole. The conduit and wire are being relocated from an existing riser pole to a new riser pole. Once the new conduit and wire have been installed, energized, and the old system is decommissioned (i.e., no longer live], the old conduit and wire may be removed, and restoration work may begin. The existing riser must remain active during the installation unless its shutdown is specifically coordinated with and approved by the RVC Electric Department. All materials proposed by the contractor must be submitted in advance and approved by the RVC Electric Department. Restoration work must return all disturbed areas to their original or better condition. This project also serves as a model forsimilar future work throughoutthe Village. The Village anticipates an additional 6 to 10 locations may require similar underground relocations over the next two years in both commercial and residential areas. The contractor should be prepared to perform additional work at other sites under the same general scope, on an annual not-to-exceed cost basis. Individual locations will be invoiced on a time-and-material [T&M] basis using the unit pricing submitted in the annual bid, as directed by RVC Electric department. The contractor's performance on the initial sites will be a factor in determining continued involvement in future work. The contractor will be required to provide all necessary labor, materials, tools, and equipment for complete and safe installation. All necessary permits must be obtained. Work shall be conducted during normal business hours unless otherwise approved. If work cannot be completed within a shift, the site must be secured and made safe before the end of the workday. Daily coordination with the RVC Electric supervisor is expected. The contractor must maintain a clean work area, follow all Village and NYS codes, and adhere strictly to safety protocols, especially when working in proximity to live electrical equipment. A detailed work schedule and regular progress updates will be required for each site. This scope is intended to establish a reliable and responsive contractor relationship for both the current sites and the anticipated future work associated with the Village's ongoing effort to transition from overhead to underground electric infrastructure.
