The City of Richmond, Virginia (the City), on behalf of the Department of Public Utilities (DPU), seeks bids from qualified firms to provide general contracting services for the Byrd Park Main Pumping Station Improvements project (the Project). The services required include, but are not limited to replacement of the existing pumps (B1, B2, and B3), motors, variable frequency drives, and Motor Control Center; installation of a new vacuum priming system; replacement of the existing DPC systems with new PLC systems, and associated instrumentations; installation of a new HVAC system; and miscellaneous facility architectural and structural improvements (the Work). The Byrd Park Main Pumping Station pumps B1, B2, and B3 (currently 93 years old) and the Byrd Park Reserve (pump R1) are configured to pump finished water from the WTP finished water basin to Zone 1N and the Byrd Park Reservoir. The goal of this Project is to increase the firm capacity of the Pumping Station by replacing the pumps. Electrical, controls, architectural, and structural improvements to the Pumping Station are needed to increase overall reliability and redundancy levels. COMPLETION shall be within 1,185 consecutive calendar days after Notice to Proceed. A. The General Contractor ("GC") shall perform and provide all material and labor to facilitate the Work on Project, including furnishing and installing all appurtenant and incidental materials and equipment, complete and in-place, fully operational, and in accordance with the Contract Documents. B. Additionally, the Work shall include: 1. Replacing Station pumps B1, B2, and B3 with new pumping units. 2. Demolishing and removing equipment and/or structures (as needed). 3. Replacing existing motor starters with new Variable Frequency Drives ("VFD") for B1, B2 and B3. 4. Replacing the Bristol Babcock DPC with new PLC/SCADA system at Byrd Park Main and Reserve Stations (and associated electrical upgrades). 5. Installing new pump suction piping pit, discharge header, piping, valves, and flow meters. 6. Installing a new automatic pump priming system. 7. Installing a new air exchange and heating system. 8. Installing a new motor and actuator for the sand gate. C. The Work also includes: 1. Station architectural and structural repair and improvement, such as new column supports, new louvers, new railings, new ladder, window rehabilitation/replacement, roof renovation, station toilet room renovations, and concrete repair. 2. Cleaning and painting (as required). 3. Furnishing of all labor, material, superintendence, plant, power, light, heat, fuel, water, tools, appliances, equipment, supplies, services, and other means of construction necessary or proper for the performance and completion of the Work. 4. Completing final inspection, testing, and acceptance by the City and independent inspectors, as required when returning to service. The person submitting the request shall be responsible for its prompt and actual delivery by Friday, August 29, 2025 5:00 pm Question Deadline date changed from actual delivery by Friday, September 12, 2025 5:00 pm If any person contemplating submitting a bid for the proposed Work is in doubt as to the true meaning of any part of the proposed Contract Documents or discrepancies of any sort between existing conditions and proposed new Work, he must submit a written request for an interpretation through OpenGov
