STAAT LANT Electronic Security System (ESS) STAAT LANT ESS upgrade to current IDS and ACS. The Naval Criminal Investigative Service (NCIS) requires a comprehensive upgrade to the Electronic Security System (ESS) at STAAT LANT. The current Intrusion Detection System (IDS) is outdated, lacks local alarm review capabilities, and is incompatible with the Regional Dispatch Center (RDC), resulting in frequent nuisance alarms. The upgrade includes replacing non-functional IDS and Access Control System (ACS) components, installing a new Closed-Circuit Television (CCTV) system, and ensuring full integration with the RDC and base police systems. The contractor must be certified in Lenel and CDX systems and provide all labor, equipment, and materials for installation and testing. Specific tasks include upgrading transceivers, receiver boards, backup batteries, and magnetic sensors; installing HD cameras, monitors, and video recorders; implementing CAC-compliant card access systems; and replacing outdated locks with CDX-10 models. All cabling must be concealed, and the system must be programmed, tested, and documented. The contractor is also responsible for training end users, removing debris, and repairing any installation-related damage. Deliverables include a proposed schedule, floor plan, testing results, and as-built documentation. The installation must be completed within 60 days of contract award, followed by a one-year warranty period with emergency response and preventative maintenance.
