Reference Number 0000299779 Question Acceptance Deadline Aug 25, 2025 02:00 PM EDT Pricing Lump sum The project consists in brief of replacing/modifying the 4 domestic hot water tanks from 1984 located in the boiler room on level SS1, in addition to repairing the leak in the low pressure piping in front of the cooler and validating the needs (calculations to be carried out) and making the necessary corrections, if necessary, to serve the four blocks of the Habitations du Centre-Ville (HCV). It is required to find a solution to increase the heating capacity of these tanks (minimum set point at 60 degrees Celsius difficult to achieve). By the same token, the 4 main supply valves of these water heaters will have to be modified because they are not watertight and it is impossible to isolate the tanks during maintenance work). The study report for project GOC387509 was completed in 2024 and presented in Appendix H.1. The study report recommends replacing the bladders, but hot water needs are barely being met at present, so it will be necessary to explore an option to replace the existing water heaters with larger ones. It should be noted that the heat exchanger mentioned in the study report will be replaced by a plate exchanger as part of the ongoing project GOC2554449 during the summer-fall of 2025. The system is composed of two (2) plate exchangers from 2008, one on the low pressure network and the other on the high pressure network, supplying four (4) tanks equipped with tubular exchangers connected to the preheated water network. Two domestic hot water networks also supply the same floors, one at low and the other at high pressure. Here are the details of the four tanks equipped with an Ideal brand internal heater: a 1500 dia. x 3000 h tank; with a capacity of 3150 liters for the low pressure network of the residences; a tank of 1500 dia. x 3000 h; with a capacity of 3150 liters for the low pressure network of the offices; a tank of 1500 dia. x 4267 h; with a capacity of 7120 liters for the high pressure network of the residences; a tank of 1500 dia. x 4267 h; with a capacity of 7120 liters for the high pressure network of the offices. A comprehensive survey will have to be carried out to validate the existing conditions and the characteristics of the existing equipment. A water leak on the low pressure piping (in front of the cooler which is currently being replaced by a plate exchanger) will also have to be corrected as part of this project. A study project is also underway to evaluate the possibility of separating the equipment serving the City Center Housing (HCV), including existing hot water tanks (project GOC5988615). This study is presented in Appendix H.2. Due to recurring issues over several years with the hot water network serving the HCV, mainly the high-pressure network, we have noted that a modification is required to the supply provided via our installations serving the 4 HCV blocks. The Consultant will have to make the required calculations to validate that the needs to serve the HCV are met and detail the corrective work to be carried out to achieve the objectives, including the addition of circulation pumps, balancing valves and other potential solutions. Here are the options to be considered at the PTC (the life cycle cost analysis tool, provided in Appendix G.1, to quantify the potential energy savings of each option must be completed by the Consultant with the PTC): - Option 1: Status quo - Option 2: Implement the recommendations of the project study report GOC387509, correct the leak on the low pressure piping (in front of the chiller) and carry out the corrective work required according to the results of the calculation of the hot water needs in the four blocks of the Downtown Housing (addition of circulation pumps, balancing valves and others). - Option 3: Develop an alternative solution to increase the heating capacity of the 4 hot water tanks such as preventive replacement of the four hot water tanks and other related work, in addition to correcting the leak on the low pressure piping (in front of the cooler) and carrying out the corrective work required according to the results of the calculation of the hot water needs in the four blocks of the Habitations du Centre-Ville (addition of circulation pumps, balancing valves and others).
