Performance and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workman's Compensation must be filed with the executed Agreement. Proposals to receive consideration must be accompanied by a Certified Check or Bidder's Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of Cecil Township in an amount equal to ten percent (10%) of the total amount of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will enter into an Agreement within 15 days after Notice of the Award of the Contract. The Proposals must be made to Cecil Township, Washington County, Pennsylvania, and shall remain firm for a period of ninety (90) days. No Bidder may withdraw his Proposal during the ninety (90) day period without forfeiting his Bid guarantee. The Township retains the right to award the Contract to the Bidder submitting a bona fide offer which provides maximum revenue to the Township; record of completing projects on time; history of payments to subcontractors and suppliers; maintenance of a permanent place of business; adequacy of equipment and plant to do the work; technical experience of contractors' staff; a solid financial base to guarantee contract completion; and all other factors deemed relative by the Township. The Township also reserves the right to reject any or all Proposals, or any part thereof, for any reason, and reserves the right to waive any informality therein.
