This project involves the design and construction of a concrete block Moving Armor Target (MAT) Wall at Range 26, Fort McCoy, Wisconsin. The scope includes demolition of the existing timber pile retaining wall, selective removal of portions of the berm, target track, and service trail, and reconnection of existing electrical equipment. The contractor is responsible for all labor, equipment, supplies, site investigations, surveys, testing, and verification of field conditions necessary to deliver a complete and usable facility. The new MAT wall will be constructed using precast concrete gravity blocks provided at no cost by Fort McCoy. The wall must match the location, length, and top elevation of the existing structure. The contractor must reinstall all target components, electrical equipment, and berm material removed or affected during construction, restoring them to preconstruction conditions. A topographic survey must be completed prior to demolition to ensure accurate reconstruction. Site work includes grading, earthwork, utility protection, and erosion control. The contractor must comply with environmental regulations, including NEPA and Fort McCoy's invasive species policies. Seeding and turf establishment must follow Fort McCoy's approved plant species list and specifications for upland and riparian areas. Electrical work includes removal, protection, and reinstallation of existing equipment and conductors on the new wall, with design conforming to applicable codes and Fort McCoy standards.
