The U.S. Army Corps of Engineers, Walla Walla District, is seeking a Contractor to provide routine and nonroutine maintenance to elevators at Ice Harbor Lock and Dam in accordance with the Performance Work Statement (PWS), manufacturers instructions, ASME A17.1, ASME A17.2, and applicable federal, state, and local laws and regulations. The contract will be awarded as a hybrid Firm Fixed Price (FFP) and Time and Materials (T&M) contract. Routine maintenance includes monthly, quarterly, semi-annual, and annual inspections and servicing, while nonroutine services cover repairs and replacements under T&M terms. Emergency call-out services must be available 24/7 with a maximum three-hour response time. The contractor is responsible for all labor, supervision, tools, parts, and materials, and must maintain detailed records and submit reports to the Contracting Officers Representative (COR). Safety and security compliance, including training in hazardous energy control, antiterrorism, and suspicious activity reporting, is mandatory. The contract includes a base year and two option years, with strict adherence to government business hours and procedures for overtime and emergency work.
