The consultant will provide comprehensive support for the development and submission of FEMA HMA sub-applications, ensuring compliance with program requirements and funding opportunities. This includes assistance with project planning, application development, and lifecycle grant management from pre-application activities through project closeout. Key Responsibilities: Develop and submit FEMA HMA grant applications proposals. Conduct flood risk assessments, hydrologic/hydraulic modeling, and cost-benefit analyses. Identify flood mitigation solutions, including structural and non-structural measures. Assist in project planning and technical feasibility assessments. Ensure all applications comply with FEMA's Notice of Funding Opportunity (NOFO) requirements.
