The contractor shall provide all chemical products, supplies, equipment, and technical expertise necessary for the optimal performance of the chilled water system, boiler plant, and associated steam distribution system at the Wilmington VA Medical Center. Services include scheduled and unscheduled preventative maintenance to control scale, corrosion, and microbiological growth. The contractor must supply and manage chemical water treatment systems for both closed-loop chilled water and open-loop cooling tower systems, ensuring compatibility with existing piping and equipment. All chemicals must meet FDA, EPA, and other regulatory standards, especially since boiler steam is used for food preparation and humidification. The contractor is responsible for furnishing chemicals, test kits, reagents, corrosion coupons, and storage containers with secondary containment. They must also provide bulk delivery services, perform monthly water quality tests, and submit detailed reports and recommendations. Initial weekly site visits are required for the first three months, followed by monthly visits. Emergency response must be available 24/7 within four hours of request. The contractor must also conduct annual inspections, provide training sessions, and ensure safe chemical handling and testing procedures for VA personnel. Performance requirements include maintaining specific water characteristics for both chiller and boiler systems, preventing corrosion, scale, and biological fouling, and ensuring efficient operation. The contractor must also provide documentation, product literature, and maintenance requirements, and adhere to all OSHA, EPA, DOT, and other applicable regulations. A one-year warranty is required for all services and parts provided. The contractor must maintain a clean work environment and properly dispose of all waste materials.
