Rock, gravel, aggregate, and sand products for delivery to multiple Multnomah County maintenance yards. Rock and Aggregate for Road Maintenance: The Department of Community Services Transportation Department is soliciting bids for a variety of rock and aggregate products regularly purchased by Road Maintenance. A spreadsheet showing materials and approximate annual quantities is included on the Buyer Attachments page. No Pre-Bid Meeting Question Deadline 09/08/2025 Bidders should post all questions on the Q&A board of this Sourcing Event at least 10 days prior to the Bid closing date. Answers to submitted questions, clarifications and Addenda if issued will be posted to the Q&A board of this Sourcing Event at least 5 days before bids are due. Bid Spreadsheet, Specifications and Additional Requirements Bidders shall furnish crushed Rock or other Aggregate materials in stockpiles at the places and in the manner indicated in this bid request. Supplied materials shall generally conform to the 2024 Oregon Standard Specifications for Construction Section 00680 (standard specification) except as modified herein and/or as approved by the County. Aggregates shall meet required standard specification gradations and/or as shown herein with sampling, testing, and gradation analysis provided at the discretion of the County and as outlined in the standard specification. o Open and dense graded aggregates of various sizes indicated shall meet standard specifications (section 02630.10). o Course and fine aggregates shall meet standard specifications (section 02690.30). o Stabilization Rock shall be crushed rock, well fractured, and uniformly graded 6-inch to 4-inch minus. o Pit Run Rock shall be crushed rock, well fractured, and uniformly graded 12" minus. o Class 50 Riprap Rock shall meet the material specifications outlined in standard specifications section 00390. o Mason sand shall meet ASTM C144 standards. o Top soil shall generally meet the material requirements outlined in standard specifications section 01040. o Boulders shall be free of any organic material. Bidders should complete the Bid Spreadsheet on the Buyer Attachments page and upload as a Supplier Attachment. Order Collection and Delivery Protocol The primary method for order fulfillment will involve the County collecting goods directly from the Awarded Supplier's designated locations. This approach is intended to optimize efficiency and reduce delivery-related complexities. However, the County reserves the right to request delivery to one of three specific County facilities when operational needs dictate. These locations are: o Vance Pit: 1620 SE 190th St, Portland, Oregon. This site typically serves as a central hub for materials and equipment used in various County projects within the Portland metropolitan area. o District 1 Road Shop: 10814 NW Quarry Rd, Portland, Oregon 97231. This facility is crucial for supporting road maintenance and construction activities in the northwest region of the County. o Springdale Road Shop: 32360 SE Hurlburt Rd, Corbett, Oregon 97019. Situated in the eastern part of the County, this shop plays a vital role in maintaining infrastructure in more rural and mountainous areas. Delivery Cost Negotiation and Purchase Order Finalization Should a delivery to one of the aforementioned County locations be required, the cost associated with such delivery will not be pre-established. Instead, the delivery price will be a subject of direct negotiation between the County and the Awarded Supplier. This negotiation will occur during the finalization stages of the quotation process and prior to the issuance of the subsequent Purchase Description Order. This ensures that delivery charges are accurately reflective of the specific circumstances of each required delivery and are mutually agreed upon. Multiple suppliers may be awarded as determined to be in the best interests of the County. Estimated Purchases, Price Adjustments The Bid Spreadsheet lists bid items and estimated annual quantities. Quantities may vary widely from year to year and no guarantee of minimum purchase is made. Pricing must remain unchanged for the first six (6) months of awarded contracts. After six months, suppliers may adjust prices no more than once per calendar quarter, with 30 days written notice to the County. This procurement is limited to 5 years or $250,000 in purchases from all awarded suppliers, whichever comes first. The contract term shall not exceed five years. County may at its discretion re-bid the work before the end of the contract period.
