The City of Pomona Housing Authority ("PHA") is soliciting proposals ("Proposals") from qualified Consultants ("Proposer") to provide full-service property management services to manage the Agency's property portfolio of eighteen properties. All properties are located within the City of Pomona and have either been acquired or rehabilitated with funding sources that require adherence to certain tenant income restrictions, regulations pertaining to rental operations and ongoing property maintenance and upkeep. These funds include: the HOME Investment Partnership Program, Neighborhood Stabilization Program (NSP) and Housing Set-Aside funds (collectively known as "Funding Program"). The objective is to ensure that all properties maintain their value, minimize vacancy, ensure legal compliance, reduce owner's burden, improve tenant satisfaction, and profitable returns with a positive social impact. The selected property management consultant shall oversee the daily operations of properties designated for residents with limited financial resources, including ensuring regulatory compliance, managing finances, maintaining property, and fostering positive tenant relations.
