This contract provides indefinite delivery architect-engineer services for medical facilities in support of the USACE Mandatory Medical Center of Expertise & Standardization (MCX), the Defense Health Agency (DHA), and other non-DoD entities such as the Public Health Service, CDC, Host Nation Support, Foreign Military Interagency agreements, and the Department of Veterans Affairs. The contractor is responsible for delivering comprehensive architectural and engineering services for new construction, renovation, additions, alterations, and demolition of medical-related facilities including hospitals, clinics, laboratories, and veterinary centers. Services will be executed through firm-fixed price task orders (TOs), each detailing specific requirements, deliverables, schedules, and points of contact. The contractor must comply with a wide range of technical standards and codes, including Unified Facilities Criteria, National Fire Protection Association standards, ADA Accessibility Guidelines, and others. Each TO will require the contractor to submit personnel plans, cost estimates, and schedules. Quality control is a critical component, with the contractor required to maintain a Quality Management Plan and participate in government reviews via systems like Dr. Checks. Key personnel such as Program and Project Managers must be designated, and any replacements require government approval. The contractor must also adhere to safety protocols, including submitting appropriate Accident Prevention Plans based on site involvement, and comply with anti-terrorism and operations security provisions, including training and reporting requirements. Communication protocols include regular meetings, written records, and monthly status reports. Deliverables must follow strict formatting and digital submission standards, including CAD and GIS data compatibility and use of SpecsIntact for specifications. Additional responsibilities include contractor manpower reporting via the ECMRA system, electronic file storage and transmission, obtaining necessary permits, and managing government-furnished information. The government retains unlimited rights to all data and designs produced under the contract. The Method of Contractor Selection has not been determined at this Time.
