This contract provides technical support for the planning, programming, and installation and facility management of real property in support of the Department of Defense and other Government agencies and activities. Technical support includes, but is not limited to, master planning; identification and quantification of facility requirements; economic and financial analyses; DD Form 1391 development; requirements analysis; engineering analyses; geospatial projects; facility management support; facility utilization studies; land use requirements studies and analyses; environmental documentation; energy studies; and development of project programming and procurement documents. Full design, construction, and repair services are excluded from this acquisition. The A-E firm may be required to provide proof of facility concept analyses and/or develop conceptual plans equivalent to a 15 percent facility design. The A-E firm may be required to progress design beyond the 15 percent level only under limited circumstances. Design progression may occur when developing a Planning Charrette Report or similar document that establishes proof of concept for a facility. Such documents may require development beyond 15 percent but will not reach the level of detail associated with a 35 percent design and will not include stamped or detailed drawings. Additionally, this acquisition may be used to support a Project Design Report or the ENG 3086 process on an infrequent and non-recurring basis. Under no circumstances will this acquisition be used to progress facility design beyond the 35 percent level. The Method of Contractor Selection has not been determined at this Time.
