The work will include but is not limited to the installation of approximately 520 linear feet of twelve-inch (12") and approximately 80 linear feet of six-inch (6") DIP potable water mains underground, and bridge attachment of approximately 230 linear feet of twelve-inch (12") DIP potable water main. The project sponsor has identified that the SED utilization goal for this project is: 10% The extent of the scope of work is on Cokesbury Road (County Route 639) between Corporate Drive and Prostak Lane. The bridge attachment scope of work requires night work on Interstate 78. The work also includes but is not limited to installation of temporary water main bypass, service connections, valves, fire hydrants, and related appurtenances. The contractor is responsible for providing all labor, supervision, trade skills, materials, and equipment required for this project as described in the Construction Documents. The Contract will allow 180 calendar days for completion of the work from the notice to proceed. A certified check or cashier's check made payable to the order of the Town of Clinton, or a duly executed Bid Bond, in the amount of ten percent (10%) of each bid, but in no case in excess of $20,000.00 must be deposited by the Bidder together with a Surety Consent evidencing that They can obtain the required Performance Bond. All applicable surety bonds required in connection with the advertisement and award of building contracts or sub agreements must be written by a surety company listed on the Federal Treasury List (Department Circular 570 - Surety Companies Acceptable on Federal bonds), incorporated herein by reference. The successful Bidder will be required to deliver to the Owner an executed Performance Bond and Payment Bond of a responsible indemnity company authorized to do business in the State of New Jersey. This project is subject to both davis bacon wage rate requirements and new jersey prevailing wage rate requirements. The contractor shall utilize the higher of the two rates in each and Every category of work on the project. This project is expected to be funded in part by New jersey department of environmental protection (njdep) and new jersey environmentalInfrastructure trust (njeit). Neither the state of new jersey, the njeit nor any of their Departments, agencies or employees is, or will be, a party to this contract or subcontract. This contract or subcontract is subject to the provisions of n.J.A.C. 7:22-3,-4,-5,-9 and -10. All federal prevailing wage regulations as well as the federal labor standards provisions will Apply. Attention is called to the fact that the contractor must ensure that employees and Applicants for employment are not discriminated against because of their race, creed, color, Sex or national origin and to the greatest extent possible, opportunities for training and Employment shall be given to lower-income residents of the project area and that, when Possible, contracts shall be awarded to business concerns owned by area residents. The successful bidder for the project shall Commit to the use of small business concerns owned and controlled by seds with a goal of Ten percent (10%) of the work value under the contract. All contractors, including sed Contractors, shall submit their own sed utilization plan to the njdep oeopca, with a copy To the owner, within thirty (30) days of the contract award. The town of clinton reserves the right to consider bids for sixty (60) days after their receipt. The right is reserved to waive any informalities, to accept bids which it deems most favorable to the interest of the town to make an award on each item separately or as a whole and to accept any bid or to reject any or all proposals in accordance with the specifications and the bid forms.
