California Department of Food and Agriculture are seeking preventative maintenance of Heating, Ventilation and Air conditioning (HVAC) to upkeep longevity of this equipment. Written questions must be received by 12:00 PM PT September 9, 2025 Post Questions and Answers by 5:00 PM PT September 16, 2025 Questions are not allowed during the walk-through. Questions may be submitted in writing to the Contracts Unit email only at CDFA.Contracts@cdfa.ca.gov. (See Key Action Dates for deadline for written questions). Attendees arriving more than five (5) minutes late will not be allowed to attend. Anyone intending to bid for this service must attend the walkthrough. The term of this contract is October 15, 2025 or upon final/Department of General Services/Office of Legal Services (DGS/OLS) approval, whichever is later, through October 14, 2028. The HVAC system at the HFFRF is very important to the mass rearing of Medfly in our facility, as it provides cooling and temperature/humidity during the rearing process. Our newly installed HVAC system is comprised of 3 Chillers, 5 Chilled water pumps, 2 Air Handler Units (AHU's) and 2 Fan Coil Units (FCU's) that was installed in 2021. Our older units have not been upgraded. However, they regulate temperature in individual rooms throughout the facility include 1 AHU's and 9 FCU's. A three-year preventative maintenance contract is needed to upkeep the longevity of this equipment on an incremental basis. The CDFA reserves the right to reject all bids. The CDFA is not required to award an agreement. This IFB has participation goals for the Disabled Veteran Business Enterprise (DVBE) Program of three (3%) percent of the total bid cost. Bidders must meet the DVBE requirements in order to be considered a responsive bidder and be considered for contract award. Failure to meet the three (3%) percent minimum will result in your bid being rejected. A copy of the DGS DVBE Certification letter must be included with your bid.
