The purpose of this Project is to provide Program Management Services for Design Support only. This Project is a proposed reconstruction of the Authority's Main Line, roughly between 30th Street Station and Suburban Station on the Regional Rail network. The first major area of focus is the tunnel structure between Suburban Station and the 20th Street Portal, the South Retaining Wall between 20th and 22nd Streets, and seven (7) bridges between Suburban Station and 30th Street Station (21st Street, 22nd Street, 23rd Street, the Viaduct, CSX, and Schuylkill River). All of these pieces of infrastructure will be extensively repaired and rehabilitated over the course of the project, with work including but not limited to spall repairs, structural stabilization, and waterproofing. The project scope also includes reconstruction of track and special trackwork within the project limits. This includes reconfiguration of the "SCHUYLKILL," "20th STREET" ("To be renamed "21ST STREET"), and "BROAD" Interlockings, and the construction of new "23rd STREET" Interlocking. The signal design will determine the final limits of each interlocking, and over the course of design two (2) or more of these interlockings could be combined. Across the rest of the project limits, ballast will be completely replaced, track will be renewed, and Tracks 3 and 4 may be realigned to bring themselves parallel to both each other as well as Tracks 1 and 2. Reconfiguration of "KAY" interlocking as an early action design and construction project to allow for track outages between 30th Street and Suburban stations may become part of the overall project scope. Questions and Answers: All questions pertaining to this request must be submitted, via email, to the Contract Administrator listed below. All questions must be received no later than COB (4:00 pm ET) on Monday, August 4, 2025. Answers to submitted questions will be issued to all Proposers, via an Addendum, no later than COB on Monday, August 11, 2025. Subject to SEPTA's right to reject any and all proposals and/or to negotiate separately with any firm in any manner deemed appropriate to serve its best interests, if any award is made as a result of these proposals, it will be made on the basis of the proposal which best satisfies the intent of the RFP and other factors considered in the best interests of SEPTA.
