This project was awarded to the following constractors but the awarded amount is not available Alder Construction Company Archer Western MGC Contractors, Inc. Sundt Construction The Haskell Company Eagle Mountain City is requesting Statements of Qualifications from responsible Construction Manager / General Contractor (CM/GC) organizations (proposers) for the construction of the 2025 EMC 6.0 MGD MBR Wastewater Expansion, and for related pre-construction and procurement CM/GC services. Owner will receive Statements of Qualifications demonstrating the Proposer's qualifications and ability to provide CM/GC services. Eagle Mountain City (EMC) located in Utah County; Utah is issuing this two-step solicitation for construction of expansion to their Wastewater Treatment Facility (WWTF) to a design flow of an additional 6.0 million gallons per day (MGD). The construction of a wastewater treatment facility with rated capacity of 6.0 MGD, preconstruction services including design review and price model updates(GMP) and procurementservices of qualified subcontractors and equipment forspecified work packages. The two-step process is described in section XI - Evaluation of Submission / Selection process. The CM/GC contract has an expected duration for construction of 3 years. Start date posted with RFP. The WWTF is located on the parcel directly southwest of the public works building at 2515 N Pony Express Blvd, Eagle Mountain, UT 84005. Preliminary design efforts for the facility expansion are currently underway with a 30% design package anticipated to be completed by the time the Request for Proposals are advertised. An alternatives analysis was completed prior to preliminary design to determine the treatment technology to be used in the expansion upgrade. Membrane Bioreactors (MBR) were chosen as the highest ranked alternative. The current facility is an oxidation ditch rated for 2.4 MGD average daily flow, however, EMC reports loading has reached maximum limits in the current facility at around 1.5 MGD. The service area is mostly new residential construction with low flow toilets and new pipe that minimizes inflow and infiltration, which can lead to higher concentrations in the waste stream. EMC anticipates needing process intensification measures to optimize the current treatment train as an early work package. Permitting efforts are also underway with discussions happening with State officials to determine effluent targets for constituents of concern, namely nitrogen, phosphorus, and total solids. The City currently has an operating permit from the state, but with the expansion, the effluent for the entire facility will be moved to a groundwater discharge permit. The following new infrastructure (facility designator in parenthesis) will be under consideration for the scope for the CM/GC contract. -Early work package consisting of pumping and piping for process intensification in the existing oxidation ditch (OXD). -Headworks Building (HW2) with 6 mm coarse screen, 2 mm fine screen, and grit removal. -Biological Nutrient Removal (BNR) basins -Membrane Treatment Building (MTB) -Solids Handing - sludge storage tanks (SST) and dewatering building (SHB) -Electrical building (EB) -Admin building (ADM) -Odor Control Facility (ODC) -Maintenance Garage (MG) Question Deadline 09/10/2025 at 5:00 PM MT Questions arising subsequent to the issuance of this RFQ shall be submitted in writing through the State of Utahs online procurement portal. Questions and answers will be posted online or consolidated and provided to all Firms on record of receiving this RFQ on the procurement portal. All inquiries must be submitted on the Utah State U3P / Bonfire site by the close of business doc note- The City makes copies of the Proposal Documents, including any Addenda and related supplemental data, available for the sole purpose of obtaining Statements of Qualifications or, subsequently, as to Proposal Documents issued to short-listed Proposers only, to obtain Proposals, and does not confer a license or grant permission or authorization for any other use.
