**As of October 30, 2025, this project has not yet been awarded. A timeline for the award has not yet been established.** The selected vendor will be responsible for furnishing, installing, and fully configuring a turnkey video surveillance system. This includes providing cameras, a network video recorder (NVR), PoE or injector-based switching, power supplies, mounting hardware, software licenses, and any other components necessary for a fully functional system. The system must be operational upon completion and integrate cleanly with the County's existing infrastructure. The proposed system must be compatible and/or comparable with the LTS and iPro camera systems currently in use by the County and must comply with Section 889 of the National Defense Authorization Act (NDAA). The County will not accept any system that requires ongoing subscription or license fees. All software licenses must be perpetual. The NVR will be housed off-site at the Candler County Data Center. Connectivity between the Recreation Department and the data center will be provided via County-provided dark fiber. Network architecture, design, and routing will be managed by County I.T. and its contractors. However, the awarded vendor will be responsible for full configuration of all cameras and NVR equipment to ensure the system is ready for use at project closeout. The scope of work for the IP Camera System project at Candler County Recreation Department includes the following key points: Furnishing, installing, and fully configuring a turnkey 10-camera IP video surveillance system. Providing all components necessary for a fully functional system, including cameras, network video recorder (NVR), PoE or injector-based switching, power supplies, mounting hardware, and software licenses. Ensuring the system integrates seamlessly with the County's existing infrastructure and complies with the Homeland Security Grant Program (HSGP) and National Defense Authorization Act (NDAA) requirements. Cameras must be outdoor-rated, ONVIF compliant, weatherproof (minimum IP66 rating), vandal-resistant, and support color night vision or equivalent. Nine cameras must provide a minimum 180-degree field of view with multisensor technology or equivalent; one camera must provide full 360-degree coverage. Cameras must offer at least 2MP resolution (preferably 4MP or higher), record at a minimum of 15 frames per second, and support onboard edge recording via SD card (minimum 128GB). The NVR must support at least 16 channels (expandable to 32), store 30 days of motion-based, high-resolution footage, and include a battery-backed uninterruptible power supply (UPS). Multi-user remote access via VPN only, no persistent external access allowed. Installation of all required CAT6 Ethernet cabling and PoE infrastructure, with fully protected cabling enclosed in conduit or weatherproof housing. Camera placements are pre-identified with flexibility for adjustment to optimize coverage. Optional features such as vehicle and person detection may be quoted separately. Vendors must provide detailed bill of materials, NDAA compliance confirmation, installation timeline, and warranty summary (minimum three years preferred).
