The Village is soliciting qualified vendors for the repair, resurfacing and restriping of the eight (8) tennis courts located at Coral Reef Park in an effort to enhance the safety, functionality, and overall playing experience for residents and visitors. To be considered, all interested Parties must request copies of the bid documents and submit one (1) original and a flash drive containing a copy of the entire original submission in one (1) sealed package clearly marked with the bid titled "Coral Reef Park Tennis Court Resurfacing and Restriping Project ITB# 2025-12-016". THE PACKAGE MUST BE CLEARLY LABELED TO THE ATTENTION OF THE VILLAGE CLERK, INCLUDING THE PACKAGE TITLE. A bid guaranty in the amount of five percent (5%) of the bid must accompany each bid in accordance with the Invitation to Bid (ITB). The respondent shall bear all costs associated with the preparation and submission of the response to the solicitation. No bid shall be withdrawn after the opening of the bid without the consent of the Village for a period of sixty (60) days after the scheduled time of opening and reading bids. The Village reserves the right to reject any and all bids or parts thereof, to terminate the process at any time, rebid the Project, waive any informalities, technicalities or irregularities, to disregard all non-conforming, conditional or counter-bids, to award in whole or in part to one or more respondents, or take any other such actions that may be deemed in the best interest of the Village. Hibiscus Street Palmetto Bay, FL 33157 Email: abencomo@palmettobay-fl.gov The Bidder has carefully and to full satisfaction examined any and all information the Bidder deems necessary to submit this bid, including but not limited to, the attached Instructions to Bidders, General Conditions, Supplementary Conditions, Technical Specifications, and Contract and Bonds, together with the accompanying Drawings, Project Specifications and has read all addenda issued prior to the opening of bids; that a full examination of the location of the proposed Work has been made and agrees to furnish, unless otherwise provided, all implements, machinery, equipment, transportation, tools, materials, supplies, labor, and other things necessary to the prosecution and completion of the Work. The bidder(s) will obtain the required building permits and furnish all labor, materials, and tools necessary to perform the following tasks: 1. Site Preparation o Remove tennis nets and net posts from each court; stuff/plug net post sleeve hole. o Clean and remove debris, dirt, dust, grease, oil, contaminants and vegetation from court surfaces and perimeter areas. o Inspection of existing court conditions to identify cracks, low spots, and damaged areas requiring repair. 2. Surface Repairs o Filling and sealing of surface cracks or defects using industry-approved materials o For cracks up to half ( 1/2 ) an inch wide, use one hundred (100) percent acrylic emulsion elastomeric crack sealant. o For cracks up to one (1) inch wide, use one hundred (100) percent acrylic emulsion trowel grade filler. o Leveling and patching of depressions and other surface irregularities to ensure proper playability. o Patch binder: one hundred (100) percent acrylic emulsion liquid binder (mix on site with sand and cement/level-repair low spots-depressions up to three fourths ( 3/4 ) inch) 3. Resurfacing o Application of a multi-layer acrylic resurfacing system designed for tennis courts, including base coats and topcoats in standard tennis court colors. o Filler/acrylic resurfacer (one hundred (100) percent acrylic emulsion resurfacer/mix on site with silica sand/for application on previously colored acrylic surfaces in preparation of new color coating system). o Use of high-quality, UV-resistant coatings to improve durability and appearance. o Use one hundred (100) percent acrylic emulsion coating (mix on site with silica sand and water or as per manufacturer's instructions). o Application per manufacturer's instructions (apply filler course and color coating with a fifty to sixty (50-60) durometer, soft rubber squeegee). o Apply a minimum of two (2) coats of color coating on properly prepared surfaces in accordance to manufacturer's instructions. o Note: as may be necessary, hand brush around pre-set fencing posts, lighting poles and pavilion bases. o Drying time per manufacturer's instructions. 4. Restriping o Layout and painting of regulation tennis court lines in accordance with United States Tennis Association (USTA) standards/rules of tennis including blended lines per attached USTA specifications for courts 1-4. o Use one hundred (100) percent acrylic emulsion primer, clear drying for line marking (prime line markings-prevent under bleed for sharp lines). o Primer should be applied after masking tape has been laid/seal voids between masking tape and court to prevent under bleeding. o Application of clear, durable line paint with sharp edges for optimal visibility. o Use pigmented one hundred (100) percent acrylic emulsion line paint for asphalt courts (apply masking tape for accuracy/prevent under bleeding) - a minimum of one (1) coat or as per manufacturer's instructions). o Allow forty-eight (48) hours of drying/curing time before opening for play. 5. Final Inspection & Clean-Up o Comprehensive review of completed work to ensure compliance with project specifications and quality standards. The Contractor agrees to correct any deficiency, touch up as requested, etc. in a timely manner prior to release of final payment. o Removal of all construction materials, tools, and waste from the site. o Install all net posts and netting
