All bids must be plainly marked "BID FOR SOLID WASTE COLLECTION AND RECYCLABLE COLLECTION FOR THE BOROUGH OF PENBROOK" on the outside of the envelope. The work for which the bids are being solicited is the collection and disposal of solid waste and recyclables within Penbrook Borough in accordance with the Specifications. All bids must be accompanied by a certified or cashier's check, bank money order or bid bond with corporate surety in the amount of $10,000.00 payable to Penbrook Borough. The successful bidder shall be required to post a performance bond in the amount equal to that portion of the contract equal to the pricing for the first year of service within 20 days after the award has been made by the Borough Council, which performance bond must be renewed, in advance at the coming year's pricing, on an annual basis. Penbrook Borough Council reserves the right to waive any technicalities or informalities and the right to reject any and all bids. No bidder may withdraw its bid for a period of 65 days after the date set for the opening thereof.
