Reference Number 0000397999 The City of Georgetown, South Carolina is seeking bids from qualified and licensed water utility contractors to replace the potable water lines in the City's Maryville District: Morrison, Elizabeth, and Oak Streets. The proposed project consists of the installation of approximately 4,305 lineal feet (LF) of new 6- in. PVC water lines, new fire hydrants, new water services, new isolation valves, street and driveway asphalt restoration in the following Maryville District streets: Morrison, Elizabeth, and Oak Streets. The selected Contractor shall be responsible for replacing the existing water service lines with new 1-in. water service lines as noted in the engineering plans and technical specifications. All questions regarding this Request for Bid must be submitted directly through our procurement platform, Bidnet, no later than 2:00 PM EST (local time) on Friday, September 26, 2025. Answers to questions or Addenda will be posted on the City's website as an Addendum no later than 2:00 PM EST (local time), Wednesday, October 1, 2025. GL NO.: 0031.15.00.9000.3500 Question Acceptance Deadline 09/26/2025 02:00 PM EDT Questions are submitted online Yes All excavation, backfilling, and pavement restoration work shall comply with SCDOT construction standard specifications as the work is to be performed within the SCDOT's right-ofway (R/W). Work includes but it is not limited to the following activities: 1. Attend pre-construction meeting with Owner. 2. Material submittals for engineer's approval. 3. Call 811 for underground utility mark outs prior to commencement of field activities. 4. Set up traffic controls as per SCDOT approved traffic control plan. 5. Secure work area and provide pedestrian and vehicular traffic protection. 6. Comply with all applicable OSHA safety standards. 7. Coordinate work with other utilities. 8. Sawcut asphalt. 9. Remove and dispose of existing asphalt and any unsuitable excavated soil. 10. Dewatering of excavated trench, as necessary. 11. Protection of existing above ground and underground utilities. The Contractor shall be responsible for the repair of any damaged underground utilities at their own expense. 12. Abandonment of existing water lines. 13. Furnish and install new PVC potable water lines as shown on the plans. 14. Install new water services and taps. 15. Disconnect and connect water services to existing water meters. 16. Compaction testing for backfilling within asphalt areas by a qualified testing agency. 17. Backfill and compact with suitable fill material. 18. Pressure test water lines. 19. Sanitize and disinfect new water lines to obtain DES's permit to operate. 20. Place 10-inches of GABC material on top lift. (2 inches of GABC will be removed prior to placement of asphalt layer). No asphalt patch is required. 21. Place 2-in surface course asphalt. Asphalt shall be HMA SCDOT Type B. 22. Comply with all approved state permits and technical specifications under this contract. 23. The contractor shall comply with all the SCDOT, SCDES, and NPDS SWPPP permit requirements. 24. The contractor shall conduct a pre-construction conference and perform weekly SWPPP inspections in accordance with the SCDES NPDS permit. Issue Notice of Award (Tentative) October 2025 Start Construction-Notice to Proceed (Tentative) November 2025 Finish Construction (180 days after NTP) April 2026
