The City of Modesto Housing Rehabilitation Program provides financial assistance to eligible homeowners for the repair and improvement of their properties. Funded through federal resources, the program is designed to correct health, safety, and code deficiencies, extend the useful life of homes, and improve overall living conditions for low- to moderate-income households. The City is seeking qualified general contractors to participate by bidding on rehabilitation projects. Typical scopes of work may include roofing, plumbing, electrical, HVAC, accessibility improvements, and general property repairs. This is a HUD-funded project. Section 3 businesses and/or businesses that employ Section 3 residents are strongly encouraged to respond. An engineer's estimate is NOT released for this project. The project is NOT subject to prevailing wage. Bidders are required to hold a valid General Contractor's Class "B" License. Notice to Contractors - Insurance Requirement for PINS Approval Question Deadline 09/25/2025 at 4:30 PM PT All questions regarding the Work Write-Up shall be submitted through online. All General Contractors seeking to participate in the City of Modesto Housing Rehabilitation Program must maintain current insurance coverage as required by the City. Proof of insurance is a prerequisite for PINS (Public Improvement Notification System) approval and must be submitted prior to contract award. This project requires bidder to have General Contractor's Class "B" License.
