Renovation of an educational facility in Modesto, California. Completed plans call for the renovation of a one-story above grade educational facility.
This project consists of the replacement of the existing fire alarm system at Hart-Ransom Academic Charter School, 2209 Blue Gum Ave., Modesto, CA 95358, in accordance with the plans and specifications approved by the Division of the State Architect under Application No. 02-123503. All bids shall be made and presented only on the forms presented by the District. The contract time is sixty (60) days. School will be in session during construction, and the District would like to minimize the impact on students and staff. Work that would be a distraction or inconvenience to staff and students, such as trenching or utility interruptions, should preferably be scheduled during the school break from December 22, 2025, through January 9, 2026. Bids must strictly conform to the Contract Documents as defined in the General Conditions. The District reserves the right to reject any or all bids or waive any irregularities in the bidding. In accordance with California Public Contract Code section 22300, the District will permit the substitution of securities for any moneys withheld to ensure performance under the contract, subject to the requirements set forth in the Contract Documents. Bidders must comply with requirements set forth in the California Uniform Public Construction Cost Accounting Act (CUPCCAA) and must be on the District's current list of approved contractors. There will be a mandatory Pre-Bid Conference at 11:00am on Thursday, October 23, 2025, at the school front entry gate. Each bid must be accompanied by a bidder's security in an amount not less than ten percent (10%) of the maximum amount of the bid. Separate payment and performance bonds, each in an amount equal to 100% of the total contract amount, are required. Monitoring and enforcement of the prevailing wage laws and related requirements will be performed by the Labor Commissioner/Department of Labor Standards Enforcement (DLSE). No bidder may withdraw any bid for a period of ninety (90) calendar days after the bid opening date. Any request for substitutions of materials or products must be made at the time of bid and included with the bid in the form specified in the Contract Documents. Bidders are solely responsible for timely delivery and receipt of bids at the location designated by the District. Any bids received after the scheduled closing time will be returned unopened. No telephone or facsimile machine will be available to bidders on the District premises at any time. Pre-qualification requirements: Each bidder shall be a licensed contractor pursuant to the California Business and Professions Code, and licensed to perform the work called for in the contract. The successful bidder must possess a valid and active Class C-10 License at the time of bid and throughout the contract. Subcontractors must be licensed for the trades necessary to perform the required work. Each prime contractor must be prequalified to submit a bid. Prequalification applications shall be received by the Chief Business Official at the main office of the District by 4:00pm on Friday, October 31, 2025. The contractor and all subcontractors must be currently registered and qualified to perform public work pursuant to Labor Code section 1725.5, and must furnish certified payroll records as required. All contractors submitting bids must be on the District's current list of approved contractors. Bidders must comply with Disabled Veteran Business Enterprise (DVBE) Program requirements where applicable. Separate payment and performance bonds, each in an amount equal to 100% of the total contract amount, are required, and all bonds must be issued by a California admitted surety.
