The City of Covington, in accordance with Indiana Code, I.C.36-1-12, is seeking bids on construction of a new Street and Utilities Building in Covington. A person who submits a bid for a public works contract that involves the installation of plumbing must submit evidence that the person is a licensed plumbing contractor under Indiana Code 25-28.5-1. All bids should include a certified check payable to City of Covington and equal to 5% of the contract price. All checks of unsuccessful bidder will be returned to them by the City upon selection of successful bidder. The City may consider the following factors to determine whether a bidder is responsive:1) whether the bidder has submitted a bid or quote that conforms in all material respects to the specifications; 2) whether the bidder has submitted a bid that complies specifically with the invitation to bid. The City may consider the following factors to determine whether a bidder is responsible: 1) the ability and capacity of the bidder to perform the work.; 2) the integrity, character, and reputation of the bidder; and 3) the competence and experience of the bidder. The City shall award the contract and shall provide the successful bidder with written notice to proceed within fifteen(15) days after the date on which bids are opened. Covington hereby notifies all interested parties that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit letters of interest in response to this invitation and that minority businesses are afforded the opportunity to participate as sub-contractors.
