Amendment 0001 uploaded 10/16/2025. Due date for quotes is extended indefinitely due to the lapse in appropriations. When able, the Government will release an amendment establishing the new solicitation closing date and time. The project area is accessed by Forest Service Road 2120-240 and is located in Township 5 South, Range 10 East, Sections 16 and 17. The existing fence is accessible from the end of this road and will require cross country travel to access all sections of the fence. Camas Prairie, located within the White River grazing allotment on the Mt. Hood National Forest, is a biologically sensitive area supporting various wildlife species, including an endangered frog. The existing perimeter fence is inadequate for excluding cattle, which hampers effective livestock management and protection of the prairie's ecological resources. This project involves redesigning and replacing the fence to meet Forest Service specifications for barbed wire fencing and ensure effective cattle exclusion. The scope includes clearing land line boundaries, removing existing buck and pole fencing, constructing a new four-strand fence, installing a 14-foot-wide gate, building a let-down fence, and repairing existing barbed wire fencing. Contractors must provide all necessary personnel, equipment, and materials, and comply with environmental protection measures, including cleaning equipment to prevent the spread of noxious weeds and preventing petroleum contamination. Work must be completed between October 17, 2025, and June 1, 2026, with construction activities limited to weekdays between 8:00 a.m. and 5:00 p.m., excluding federal holidays. Submittals such as schedules, safety plans, and product samples are required within 14 days of contract award. The contractor must also demonstrate a commitment to hiring local residents from Wasco and Hood River counties.
