The Clackamas River Chapter of Trout Unlimited invites qualified contractors to bid on the Cub Creek Phase III Restoration project, located on the Mt. Hood National Forest in Clackamas County, Oregon. All work is to be directed by representatives from the Clackamas Chapter of Trout Unlimited, Mt Hood National Forest, and ODFW biologists. The project aims to increase habitat complexity and quality for anadromous ESA-listed salmonids and resident aquatic species through the addition of large wood. Planned activities include: transporting logs by helicopter from six log decks to selected sites on Cub and Berry Creeks in the Upper Clackamas Basin, placing logs over a 2.8-mile section of Cub Creek (RM 1.2 to 4.0) and a 1.7-mile section of Berry Creek (RM 0.3 to 2.0) for a total project area of 4.5 miles. Work must occur between July 15 and October 15, 2026, with an in-water work waiver required for any work after August 31, 2026. To submit a bid, contractors must attend the mandatory pre-bid site visit on May 4, 2026. Questions regarding the project will be accepted until May 11, 2026. Bids must be signed and submitted by email to the Program Manager. Final bids must be received by 2:00 pm on May 22, 2026. To register as a bidder, request a complete bid package, instructions, and project plans from the contact provided. The Upper Clackamas Basin is a high priority area for restoration. Cub and Berry Creeks located upstream of Big Bottom which is the most productive reach within the upper basin, support three ESA-listed salmonids as well as a reintroduced population of Bull trout. Prior to restoration, large wood densities within Cub and Berry Creeks ranged from 1.6 to 19.7 pieces/mile, which is far below NOAA Fisheries and USDA Forest Service standards of 80 and 106 pieces/mile, respectively. Additionally, both creeks lacked gravels that support spawning and rearing, overhead cover for shade and protection, and had low pool frequencies. Phase III builds upon previous work completed in other sections of the streams and addresses factors limiting salmonid production, specifically the lack of habitat complexity and low density of large wood. Proposed work includes the helicopter placement of up to 927 pieces of large wood (>40ft, >24" diameter) to 4.5 total miles of Cub and Berry Creeks. The primary project objective is to increase the density of large wood to meet federal standards for functioning watersheds, which will in result in increased habitat complexity, gravel retention, creation of pools, and increased cover for native and at-risk fishes. The Project Area for the Cub Creek Phase III Restoration Project (Figure 1) is located on the Mount Hood National Forest, approximately 50 miles south of Estacada, Oregon. All in-water construction activities will occur during ODFW's in-water work window of July 15 to August 31st, unless fire levels delay project implementation, requiring work to extend to October 15th, 2026. Any work completed after August 31st will require an in-water work waiver from ODFW and NMFS that will be secured by the USDA Forest Service (if applicable). Project design criteria (PDCs) and guidelines detailed in the Aquatic Restoration Biological Opinion (ARBOII), Regional General Permit (RGP-4), Oregon Department of Environmental Quality (ODEQ) 401 Water Quality Certification, and Oregon Department of State Lands (DSL) general permits have been incorporated into project design and General Requirements list to minimize potential impacts to water quality and Endangered Species Actlisted fishes. The expected order of project activities for the Cub Creek Phase II Restoration Project includes: Contractor will use the 6 log deck sites and available Helicopter staging areas to determine the most efficient flight routes to placement sites USDA Forest Service and ODFW personnel will assist in locating placement zones in the designated stream sites. Heavy equipment expected to be utilized to accomplish project activities includes Chinook or Vertol 107 Helicopters or equivalent.
