The Hamilton Region Conservation Authority (HRCA) is an environmental agency, which operates as an independent corporation in a non-union environment. It operates a variety of conservation areas, totaling about 4400 hectares within its 500 square kilometer watershed in the Hamilton Area. One of the areas that the HCA operates is the vicinity of the Mineral Springs Detention Facility located on the Sulphur Creek crossing with Martin Road immediately south of the 380 Martin Road driveway in Ancaster. In 2021, a visual inspection by a dam engineering consultant identified that the detention facility embankment experiences slope slump issues due to small, frequent rain event water ponding at the low point of the concave crest. It was concluded that the combination of saturated soils and concentrated surface runoff during frequent rain events led to soil washout and displacement of riprap near the slope crest. During HCA's monthly inspections in 2024, staff observed that the extent of the slump remained. To improve the distribution of sheet flow away from the embankment crest and address the identified slope instability, Water's Edge Environmental Solutions Team Ltd. prepared a regrading and repair design.
