The work includes the installation of 28,200 cubic yards of compacted embankment; 11,640 linear feet of concrete lined canal, 3,050 linear feet of lime-treated earth canal; 44 cubic yards of reinforced concrete for flow control structures and headwalls; irrigation turnouts, pump discharges, pipe crossings and appurtenances. The bids must be accompanied by a certified check or bidder's bond for ten percent (10%) of the amount of the bid and made payable to Panoche Water District (District). The certified check or bidder's bond shall be given as a guaranty that the bidder will enter into a contract, if awarded a contract, and will be declared forfeited if the bidder refuses or neglects to enter into said contract within 10 days after being requested to do so. The successful bidder will be required to furnish a performance bond in an amount equal to one hundred percent (100%) of the contract price and a payment bond in an amount equal to one hundred percent (100%) of the contract price, said bonds to be secured from a financially responsible surety company, satisfactory to the District, authorized to do business in the State of California. The Contractor shall be duly licensed under the laws of the State of California to submit a bid and to perform the work. The Contractor shall have a Class A license and shall remain duly licensed throughout the performance of the Contract. The Work is a "public work" subject to the Federal Davis-Bacon Act and California prevailing wages Should the Contractor find discrepancies in, or omissions from, the Contract Documents, or should he be in doubt as to their meaning, he shall at once notify the Engineer; and should it be found that the point in question is not clearly and fully set forth, a written Addendum or Bulletin of Instructions will be sent to all bidders. The Engineer or the District will not be responsible for any oral instructions The Contractor shall access the project sites from Nees Avenue, Herndon Avenue, the Bullard Avenue Alignment, and by way of District Canal Roads.
