License Requirements Florida Fire Marshal License Fire Protection System Contractor II Start/Delivery Date Approx. November 1, 2025 Project Duration Three-year contract term, with one optional 2-year renewal. Q&A Deadline 09/29/2025 6:00 PM (EDT) As part of maintaining the safety and functionality of its infrastructure, the District is seeking the assistance of contractors with expertise in fire suppression system repair services. The Contractor shall perform repair services to ensure the continued operation and code compliance of the fire suppression systems within the specified District facilities. Some services may be required on an emergency basis. All repair services must comply with the minimum standards of NFPA 13, 14, 25, and 96 and all State of Florida Fire Marshal guidelines. Compliance with Florida Statute 633 and Florida Administrative Code ("F.A.C.") 69A-48 is also required. Any deviations may only be made in writing by the Authority Having Jurisdiction ("AHJ"). The Contractor must be licensed in the State of Florida to perform repair services ensuring that any malfunctioning or damaged components are restored to full operational status for the fire suppression systems in accordance with the standards noted below: Water-Based Fire Protection Systems: A. Contractor must perform repair services in accordance with the 2025 edition of National Fire Protection Association ("NFPA") 25 (or the most current adopted edition), all Florida Statutory requirements, and Occupational Safety and Health Administration ("OSHA") standards. B. Water-Based Fire Protection Systems includes, but is not limited to the fire sprinkler systems, standpipe and hoses systems, private fire service mains, fire pumps, water storage tanks, water spray fixed systems, foam water sprinkler systems, water mist systems, and all common components and/or valves associated with the aforementioned systems. Backflow Prevention Devices: A. Repair backflow prevention assemblies to confirm proper operation and isolation. B. Record test results as required by local water authority or jurisdiction for repair, if needed. C. Provide documentation/certification of each backflow test per municipal guidelines for repair, if needed. D. Repair in accordance with manufacturer's recommendations. Pre-Engineered Fire Protection Systems: A. Contractor must perform all repairs in accordance with the manufacturer's installation and maintenance manuals, and the currently adopted edition(s) of: o NFPA 13, Standard for the Installation of Sprinkler Systems o NFPA 17, Standard for Dry Chemical Extinguishing Systems o NFPA 17A, Standard for Wet Chemical Extinguishing Systems o NFPA 96, Standard for Ventilation Control and Fire Protection of Commercial Cooking Operations The Contractor must meet the following qualifications/certifications: State of Florida Fire Marshal License Fire Protection System Contractor II NICET Certification (Level II or higher) in Inspection and Testing of Water-Based Systems for technicians conducting repairs in accordance with NFPA 25. Contractor must submit a personnel list, along with certification documentation for each technician performing repairs. OSHA 10 and OSHA 30 certifications for all field personnel working at District facilities. Contractor must submit documentation for each employee (OSHA 10) and each supervisor (OSHA 30) certifications who will come onsite to perform work. Backflow Prevention Assembly Tester Certification Backflow Repair and Maintenance Certification All personnel must have a minimum of three (3) years of experience in repairing fire protection systems. The District intends to award to the four (4) lowest-priced bidders. The basis of award will be the lowest bidder of the combined pricing for Base Bid Line Items 1 through 6. The District is issuing concurrently two (2) solicitations for fire suppression systems. One contractor will not receive the award for both solicitations. The contractor awarded ITB# C006835 Fire Suppression Inspections, Testing, and Preventative Maintenance will *not* be eligible for award on ITB# C006836 Fire Suppression System Repairs. Florida Statute 287.05701- Pursuant to Florida Law, the District may not request documentation of or consider a vendor's social, political, or ideological interests when determining if the vendor is a responsible vendor, or give preference to a vendor based on the vendor's social, political, or ideological interests. ANTI-LOBBYING/COMMUNICATION WITH DISTRICT STAFF AND OFFICIALS: To ensure fair consideration for all Bidders, the District strictly prohibits any communication, whether or not written, verbal, or through a third party, relative to this solicitation with any department, District official, District Board member, or employee during the active bid process, except inquiries directly made to the Procurement Department, or as provided in the protest policy.
