Naval Facilities Engineering Systems Command (NAVFAC) Southeast is conducting a market survey to gather public input on the potential use of Project Labor Agreements (PLA) for a construction project involving airfield pavement repairs at Naval Air Station Whiting Field. The project includes milling, overlaying, and restriping pavement sections across multiple runways and taxiways, covering approximately 800,000 square yards. Work will involve barricades, saw cutting, milling, asphalt overlay, sweeping, and surface preparation. Minor concrete repairs include spall repair and joint replacement. Adjacent runway shoulder grades will be re-graded, compacted, and sodded for proper drainage. Airfield pavement markings will be replaced, and lighting systems will be removed, replaced, and adjusted to accommodate the milling and overlay work. All new markings will comply with FAA and UFC standards. The project will follow a design-bid-build approach, with an estimated construction magnitude between $25 million and $100 million and a performance period of approximately 540 calendar days.
