A firm timeline for construction has not been established. *The closed solicitation has been included below for reference: CONTRACTOR ACCESS ENTRY REQUEST All contractor/vendor representatives attending Preproposal Walk-through Meeting must submit a 127th Security Forces Access Request Vetting Form five business days prior to the meeting date (See the attached request form, password 127sfs). Send the completed form by email to Josiah Meyers at email address: meyersj11@michigan.gov . The email "Subject" must include: Facility name, project name, date and time of Pre-Proposal Walkthrough Meeting. PROJECT DESCRIPTION/SERVICES REQUESTED The Department of Technology, Management and Budget (DTMB) on behalf of Michigan Department of Military and Veterans Affairs (DMVA), Michigan Air National Guard (MIANG), is requesting professional architectural and engineering services to perform Phase 300-700 Professional Services to design the subject project at Selfridge Air National Guard Base, Michigan. The intent of this selection process is to contract with a qualified firm to provide ad-hoc professional services to prepare construction drawings and bid documents to add to and alter Building 35 to accommodate KC-46 simulators and forward supply point functions. The facility will be designed as permanent construction in accordance with the DoD Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements and UFC 1-200-02, High Performance and Sustainable Building Requirements. The facility should be compatible with applicable DoD, Air Force, and base design standards including UFCs 3-260-01, 3-600-01 and 4-211-01, and ETL 02-15. This project will comply with DoD antiterrorism/force protection requirements per Unified Facilities Criteria. Special Requirements: Special foundations due to challenging soil conditions and a high water table, and allied support for installation of Weapons System Trainer (WST), Boom Operator Weapon System Trainer (BOWST), and Fuselage Trainer (FUT) equipment. The project scope includes all building and infrastructure required for a complete and usable facility, including: -ALTER FLIGHT SIMULATOR FACILITY (21,809 SF)) -ALTER WAREHOUSE SUPPLY (8,000 SF) -ADD AIRCREW TRAINING (5,500 SF) -SUPPORTING FACILITIES -UTILITIES -PAVEMENTS/ACCESS ROAD/PARKING -SITE IMPROVEMENTS -COMMUNICATION SUPPORT This request is to provide Phase 300 Schematic Design, Phase 400 Preliminary Design & Phase 500 Final Design, and Phases 600/700 Construction Administration. Phase 300, 400 & 500 design review submittals will be required at typical federal design milestones (15%, 35%, 65%, 100% (Pre-final) & 100% (Final)). Phase 300 - 15%, 35% Phase 400 - 65% Phase 500 - 100% (Pre-final), 100% (Final) Phase 600 & 700 construction administration will be required, and the PSC will participate in the bidding process. Reference attached A-E Statement of Work (SOW) for full design scope of work. Provide a complete PSC proposal for all required Professional Architectural and Engineering Services in compliance with the State of Michigan, Department of Technology, Management and Budget (DTMB) Project Statement (DTMB-0427), DTMB Billable Rate Professional Services Contract and the DTMB Request for Proposal Billable Rate Form (DTMB-0430) and the DTMB, State Facilities Administration, Design and Construction (DCD) policies and procedures for complete Phase 300, 400 and 500 design services to produce the deliverables detailed in the Scope of Work and ANGETL 24-02. Include Phase 600 & 700 construction administration services as part of the proposal. Professional services shall also include, but are not limited to: o Gathering and verifying all base information required for the proper design of the project. o Phase 300, 400, 500 design services as required to produce schematic plans through contract document development. o Design submittals at 15%, 35%, 65%, 100% (Pre-final) & 100% (Final) contract documents for owner review. Submittals shall comply with ANG Engineering Technical Letter (ANGETL) 24-02 - Air National Guard Design Objectives & Procedures ("Tab C") (or most current version if superseded) o Phase 500 assistance with bidding and contracting process. o Phase 600 & 700 construction administration services. o Gathering or preparing all data and design development information that shall ultimately be necessary for plans, submittals, and permit application considerations required for the Environment, Great Lakes and Energy (EGLE), and governing agency approvals. Include as reimbursable expenses. o Provide a proposed design schedule. Design schedule shall be kept up to date through the project and will be incorporated into the Construction Manager's master schedule. o If requested, provide up to four (4) full-size sealed hardcopy sets of contract documents of each of the (3) design tasks, including addenda, for DTMB and DMVA use during construction. o Macomb County Soil Erosion and Sedimentation Control Permitting (SESC) plan review submittal o Sub-consultants, site surveying, soil borings, field and laboratory testing, printing/reproduction, postage, and project travel (over 100 miles) are to be included as a reimbursable expense. The PSC proposal shall include: o The proposal must include meetings as required to fulfill the intent of the contract. While some project team meetings may be considered in the form of computer-based meetings (e.g., Teams, Zoom, etc.), key review meetings shall be in person. For all document review meetings, required review information shall be submitted within sufficient time to allow for complete Owner review, in electronic and in hard copy formats. At a minimum, five (5) face to face meetings will be required, including but not limited to: the predesign charrette/kickoff meeting, pre bid meeting and preconstruction meetings. o Provide a bi-weekly progress summary email to the project team, briefly documenting the prior two week's progress by the PSC and display the initial project schedule and current schedule status. o All testing required to verify the site conditions for the proper design are to be identified in the PSC Technical proposal, and the associated costs of testing are to be itemized in the PSC Cost proposal as reimbursements. The PSC shall indicate in their proposal any testing requirements. o A graphic bar chart schedule (in weeks) indicating the PSC's proposed timeline for services based on a proposed PSC contract start date of 1 December 2025. For scheduling purposes, assume fourteen (28) calendar days each for Owner review for the documentation and recommendation. The PSC shall be required to maintain a complete project file of all project documentation including, but not limited to, base information, contract documents, all correspondence, all e-mails, all RFI's and answers, Field Orders, and communications. The budget for this work is believed to be reasonable to accommodate the services requested. However, in the event it is insufficient to fund all the work requested, it is anticipated that a contract modification may be requested at a later date. Reference attached SOW for required milestones, meetings, deliverables, plan reviews and schedules.
