The Project Scope consists of the following: Union Pacific Railroad Quiet Zone This project establishes a designated Quiet Zone (QZ) that complies with standards from Union Pacific (UP), TxDOT, and the City of Eagle Pass. A Notice of Intent (NOI) was sent to UP to create a QZ at crossings on 5th Street, 2nd Street, Church Street, Ferry Street, Quarry Street, Main Street, Rio Grande Street, and Williams Street. Proposed in accordance with 49 CFR222.39 (a)(3), the QZ included safety measures to reduce the Quiet Zone Risk Index to at or below the Risk Index with Horns. Work included installing a 8" raised concrete median, concrete curb, and slotted curb as needed, constructing concrete driveways, and placing chain-link fencing, along with required signage, posts, and pavement markings. Additionally, any elements not compliant with Union Pacific's quiet zone standards were removed.
