Landfill Gas Collection & Control Systems The County of Sonoma is pleased to invite you to respond to a Request for Proposals (RFP) for Landfill Gas Collection and Control Systems Maintenance and Reporting Services. The Sonoma County Public Infrastructure (SPI) Integrated Waste Division is looking to enter into a three year agreement with two optional one-year extensions with a qualified firm to provide labor, equipment, and materials for the maintenance of landfill gas and leachate extraction systems and related work at all of the seven (7) County owned closed landfills (see Attachments A1 and A2 site maps). Of the seven (7) sites, only the Healdsburg Site has a Gas Collection and Control System (GCCS), including a flare (see Attachment A3). The Healdsburg, Annapolis, Guerneville, Roblar, and Sonoma closed landfills have Leachate Collection and Recovery Systems (LCRS). Most of the work to be performed under this proposal will be conducted at the Healdsburg site and therefore is the only site described below. Work at the other closed landfill sites will be limited to leachate collection systems and will be performed at the direction of the County. The maintenance of these Sites is both necessary for public health and safety and is required by state and local regulations and codes. The contact email in the original RFP is not currently working. Questions will not be accepted by phone. Thursday, October 2, 2025- County's Responses to Questions Due The living wage rate required under the County's Living Wage Ordinance (LWO) has increased. Effective January 1, 2024, the living wage rate required under the LWO shall be $18.10 per hour, an increase over the previous $17.65 per hour. The increase was adopted by the County's Board of Supervisors on December 12, 2023, in accordance with Sonoma Municipal Code section 2-377(d). All covered employees must be paid at least the increased living wage rate. The living wage rate required under the County's Living Wage Ordinance (LWO) will increase from $18.10 to $23.15 per hour effective July 1, 2025. The adjustment was adopted by the County's Board of Supervisors on January 14, 2025, in accordance with Sonoma Municipal Code section 2-377(d). All covered employees must be paid at least the increased living wage rate.
