Identification of key community internal and external stakeholders. 3. Literature review of documents relevant to the development of the Plan. B- Primary and Secondary Research Primary Research - Stakeholder Engagement 1. Identification of specific individuals and groups who will be the focus of the interview and survey processes. 2. Development of a research plan and research instruments. 3. Finalization of draft research instruments. 4. Project marketing. 5. Commencement and implementation of data collection including real-time monitoring of feedback. Secondary Research 6. Identification and review of comparable and potentially competitive recreation initiatives in similar municipalities. 7. Research Report summarizing findings. Phase 2: Reporting C- Analysis and Report Development 1. Research Review Meetings to inform the basis of the Plan. 2. Finalize relevant local (RM) and other (regional, provincial, national) data related to recreation programming. 3. Examine how feedback from all stakeholders aligns with current and potential future recreation plans. 4. Develop a comprehensive recreation plan that will include (but not be limited to): 4.1. Recreation and demographic trends. 4.2. Recommendations for funding and capital considerations. 4.3. Preliminary action plan for the RM (goals, objectives, etc.). 4.4. Volunteer attraction, retention, enhancement suggestions. 4.5. Best practices inventory for community organizations. 4.6. Long-term facility planning, development and potential. D- Final Reporting and Communication Tools 1. Compilation of all facets of the study into a comprehensive report detailing the full plan and all supporting data. 2.
