Reference Number 0000399256 Bid Intent Not Available Purchase Type: Duration: 1 year The City of Woodland Park (the "City"), in partnership with Teller County (Grantee) is seeking proposals from qualified individuals or firms to serve as the Project Manager for implementation and administration of a grant awarded under the Colorado Strategic Wildfire Action Program (COSWAP). The COSWAP Grant Project Manager will be responsible for ensuring the timely, compliant, and effective execution of wildfire mitigation activities funded by the grant. SCOPE OF SERVICES The selected contractor will provide comprehensive project management services for the COSWAP grant project, including but not limited to: Project Oversight Lead project coordination between city departments, contractors, state agencies, and other stakeholders for fire mitigation for seven identified sites within the City of Woodland Park and Teller County. Project 1: Water Treatment Plant 7.39 acres Located NNW of Woodland Park, 2257 Rampart Range Road The scope of work for this project is to reduce the fuel load surrounding the treatment plant. Thinning will be done on the entire parcel. Trees capable of falling on structures will be removed entirely. Thinning will occur in a fashion that mitigates the potential for uncharacteristic wildfires and promotes healthy growth of the forested areas. Project 2: City Reservoir Site 7.2 acres Located NW of Woodland Park in El Paso County The scope of work for this project is to reduce the fuel load surrounding the reservoir. Thinning will be done on the entire parcel. Thinning will occur in a fashion that mitigates the potential for uncharacteristic wildfires and promotes healthy growth of the forested areas. Project 3: Country Ridge Water Tank 2.51 acres Located East of Woodland Park, -105.038 39.008 The scope of work for this project is to reduce the fuel load surrounding the water tank. Thinning will be done on the entire parcel. Thinning will occur in a fashion that mitigates the potential for uncharacteristic wildfires and promotes healthy growth of the forested areas. Project 4: Peregrine Water Tank .43 acres Located East of Woodland Park The scope of work for this project is to reduce the fuel load surrounding the water tank. Thinning will be done on the entire parcel. Thinning will occur in a fashion that mitigates the potential for uncharacteristic wildfires and promotes healthy growth of the forested areas. Project 5: Avenger Open Space, 120 acres Located Southeast in Woodland Park The scope of work for this project is to reduce the fuel load, increasing access and wildfire danger, additionally protecting neighboring residences. Project 6: Radio Tower Site 78.14 acres Located West of Woodland Park, 5955 Trout Creek Rd. -105.069 38.987 The scope of work for this private land project is to reduce the fuel load within the entire parcel. Thinning will be done on the entire parcel. Thinning will occur in a fashion that mitigates the potential for uncharacteristic wildfires and promotes healthy growth of the forested areas. The target goal for this project is to inhibit uncharacteristic wildfires from destroying communication towers critical to emergency response located on private land. Project 7: Detention Pond Site 2.64 acres Located NW of Woodland Park, -105.068 39.021 The scope of work for this project is to reduce the fuel load within the park boundaries. Thinning will be done on the entire parcel. Thinning will occur in a fashion that mitigates the potential for uncharacteristic wildfires and promotes healthy growth of the forested areas. The target goal for this project is to inhibit uncharacteristic wildfires from destroying the park and/or spreading to nearby communities. All project proposals must include transportation of slash for disposal in Teller County. Projects protecting critical infrastructure also serve to mitigate potential damage to surrounding neighborhoods. Total Acreage = 218.31 Contract and Budget Management Assist with the procurement of subcontractors for forestry and fuels reduction work. Regulatory Compliance Ensure compliance with all COSWAP grant requirements. Stakeholder Engagement Coordinate public outreach and engagement related to the project. Facilitate meetings with landowners, community groups, and partner agencies. Field Monitoring and Documentation Conduct site visits to verify project activities. Maintain records, maps, and before/after documentation of project impact.
