The City of Blackshear is requesting qualifications and proposals for selection of an Architectural Firm to provide post-award services for a U.S. Department of the Interior Land & Water Conservation Fund project. Post-award services will include, but are not limited to, planning, design, cost estimating, bidding, contracting, construction oversight, quality control, and project closeout. Firms are expected to provide information on their years in business, history and resource capability, knowledge of the community, officers, legal qualifications, insurance, fee structure, experience with Federal Grants projects, proposed timeframe for completion of plans and specifications, key personnel and their roles, and references. Proposals must include a specific cost estimate covering services from start to final close-out, such as cost estimates, preparation of plans, specifications, final design, surveying, bid documents, bid opening assistance, bid analysis, contractor management, inspections, change orders, payment approvals, and preparation/submission of all required reports and documentation. All costs must be stated in the proposal. Selection will be based on qualifications, timeframes, and costs, as they relate to community and economic development needs. All contracts are subject to Federal and State contract provisions.
