The Pierce County Commission is requesting qualifications and proposals for the selection of an Engineering Firm to provide pre- and post-award services for various community and economic development projects. Services include, but are not limited to, preparing preliminary engineering reports, planning, design, cost estimating, bidding, contracting, construction oversight, quality control, and project closeout. Engineering contracts will also include obtaining and maintaining all Build America Buy America (BABA) documentation during construction, which must be transferred to the grant recipient. The engineer will certify this action at the end of the project. Projects may include public infrastructure improvements such as street paving and drainage. Contracts are subject to federal and state provisions prescribed by the Georgia Department of Community Affairs. Selection could allow the firm to provide services for future projects for a limited time based on grant funding. Proposals must address qualifications, experience, timeframe, relevant licensure, and costs, including detailed estimates for all phases from design through final close-out, and include information about Section 3 business concern status if applicable. Proposals must be submitted by mail to the address provided and received by the stated deadline. Proposals received at any other location will not be accepted. The Pierce County Commission reserves the right to accept or reject any proposals and to waive informalities in the process. Section 3 business concerns are encouraged to apply, and compliance with fair housing and equal access laws is required.
