Renovation of a municipal facility in Window Rock, Arizona. Completed plans call for the renovation of a municipal facility.
The Navajo Nation Division of Community Development(DCD), Capital Projects Management Department (CPMD) on behalf of the Newcomb Chapter in Newcomb, New Mexico, invites qualified contractors to submit proposals for the roof repair of the Newcomb Chapter House. This Request for Proposal (RFP) accounts for a preliminary evaluation of the offeror(s) qualifications, proposed scope of work, site knowledge, and project timeline. The Navajo Nation reserves the right not to award a contract under this RFP and may issue a new RFP for the same services at its discretion. All questions regarding this RFP must be submitted in writing to the Project Manager no later than 5:00 PM (local time in Window Rock, AZ) on October 7, 2025. Written responses to all submitted questions, along with any RFP amendments, will be issued in writing to all parties who have submitted a completed Acknowledgement of Receipt Form. 1. Project Location: Newcomb Chapter House in Newcomb, NM. 2. Renovation: CPMD met with the Newcomb Chapter Officials to plan the project, draft a Scope of Work, and identify necessary equipment for this project. 3. Scope of Services Requested: Chapter House Roof Repair BASE BID A. ROOF REPAIR 1. Demolition and Preparation a. Remove existing roof system (roofing membrane, insulation, flashing, etc.). b. Remove existing roof sheathing and replace with new sheathing. c. Remove the center parapet and re-cricket the roof for proper drainage. d. Remove the scupper from the east wall and prepare for installation of roof drains. 2. Structural Work a. Replace the first section of the roof structure to provide proper slope. b. Construct new roof framing as necessary. 3. Access & Safety Features a. Construct and install a roof hatch and interior ladder in the mechanical room. 4. Roof System Installation a. Install vapor barrier, slip sheet, and separation layer as required. b. Install cover board and rigid insulation boards. c. Install new single ply TPO roofing membrane, adhesive fastened. 5. Flashing & Drainage a. Install new roof drains on the east wall (to replace scupper). b. Remove and replace all roof pipe flashing. c. Install roof flashing with neoprene components. ALTERNATE BID A. WINDOW REPLACEMENT 1. Remove all existing windows. 2. Furnish and install new windows. B. DOOR REPLACEMENT 1. Remove the existing doors. 2. Furnish and install new single metal doors. 3. Furnish and install entrance double metal doors, including hardware, closures, and panic devices. 4. Install ADA-compliant door closures. C. FLOOR REPLACEMENT 1. Remove existing floor. 2. Install new solid vinyl tile (SVT) flooring. 3. Install new vinyl base cove. D. CEILING REPLACEMENT (Suspended) 1. Remove existing ceiling system. 2. Install new acoustical ceiling tile. E. HARD CEILING/DRYWALL REPLACEMENT 1. Remove existing hard ceiling. 2. Install new dry wall ceiling; tape, finish, and apply texture. F. LIGHTING REPLACEMENT 1. Remove existing lighting fixtures. 2. Install new recessed LED lighting fixtures. 3. Install new recessed LED can lighting. 4. Install new exterior LED surface mounted fixtures. G. LIFE SAFETY SYSTEM 1. Install new fire alarm system. 2. Install new smoke detectors. 3. Install new manual pull stations. 4. Install new exit signage with emergency lighting. FINISH AND CLEANUP 1. Touch up any scratches or damaged surfaces. 2. Remove and dispose of all construction debris. 3. Provide all warranties and maintenance instructions.
