The work includes the removal and replacement of an existing PCC stairway with handrails, including foundations and reinforcement steel. Additional improvements consist of sidewalk replacement on the upper landing side of the stairway, roadway and storm sewer improvements. Alternate pay items include the construction of a 5-foot-wide PCC sidewalk path connecting Keeler Avenue to the park's bleacher seating area, including necessary grading and MSE retaining walls. The scope of work also includes necessary turf restoration, pavement patching, traffic control and protection, and other miscellaneous items associated with the above work. Bids must be enclosed in a sealed envelope, marked appropriately, and submitted in accordance with the bid forms included in the contract documents. All bidders must file a Bidder's Proof of Responsibility Questionnaire seven calendar days prior to bid opening. Each bid must be accompanied by a certified check or satisfactory bid bond for 5% of the bid amount. The successful bidder will be required to furnish both a Performance Bond and a Payment Bond for 110% of the contract price for each bond. The City of Beloit reserves the right to reject any and all bids, waive informalities, or accept bids that best serve its interests. No bid may be withdrawn for sixty days after the scheduled bid opening without consent. *The value for this project is based on a financial range.
