Remodeling of a library in Beloit, Wisconsin. Completed plans call for the remodel of a one-story above grade library.
The work includes furnishing all labor, materials, tools, and equipment necessary for the installation of audio visual system, digital signage, cameras, PA system, wireless access point installation, and door access controls. The contractor must provide the necessary trades to complete these installations and collaborate with the current general contractor and all trades and material suppliers as required. All bidders must submit bids in accordance with the bid forms included in the contract documents, and include a certified check or satisfactory bid bond in the amount of 5% of the bid as a guarantee. The successful bidder will be required to furnish both a performance bond and a payment bond for 110% of the contract price for each bond. All bidders must execute and file a Bidder's Proof of Responsibility Questionnaire by the specified deadline. The City of Beloit reserves the right to reject any and all bids, waive informalities, or accept the bids that best serve the interests of the City.". Q&A 11/25/2025 at 10:00 AM CT A. Work Included: 1. Wherever possible throughout the Contract Documents, the minimum acceptable quality of workmanship and materials has been defined by manufacturer's name and catalog number, reference to recognized industry and government standards, or description of required attributes and performance. 2. To ensure that the specified products or equivalent products are furnished and installed in accordance with design intent, procedures have been established for advance substitution request submittals for review by the Architect/Engineer. B. Related Work Described Elsewhere: 1.Individual requirements for products are described in other pertinent Sections of these Specifications and the Supplementary Conditions of the Contract. Contractor shall provide all labor, materials, equipment, permits, inspection fees, supervision and other items noted in Contract General Conditions, necessary to yield completely operable, code compliant, and tested systems as shown on the drawings and specified herein. The work includes, but is not limited to, the following areas: A. Demolition: 1. Remove existing fixtures, wiring devices, communication devices, 2. Room. 2. Installing a means of connecting a laptop or computer through a wall plate in the room to utilize the system residing in the respective rooms. 3. Installing a means to control the AV equipment from a control surface in the room. 4. Installing a means to conduct a hybrid meeting with participants of the meeting in the room or attending from outside of the room. 5. Supplying and installing all necessary equipment, software, wiring, and components to ensure full system functionality. 6. Provide staff training on the use of all equipment and basic technical support training. 7. Provide IT Manager with sufficient training to provide technical support for all equipment, software, and components. D. Installing equipment appropriate to conduct Telehealth functions: 1. Software and hardware, both audio and video, solutions for onsite healthcare seekers to connect to offsite healthcare providers. 2. The ideal solution will be as simple and streamlined as possible. 3. Minimum video requirement is for the capture and transmission of 4K resolution. 4. The solution must meet HIPAA requirements to protect healthcare seeker's patient data. E. Any subcontractor involved in this request must coordinate through the primary contractor to ensure system compatibility. The primary contractor is fully responsible for the subcontractor's work, including its functionality, quality, and performance. F. The primary contractor and any subcontractor will coordinate all work and schedule work with the general contractor. G. Removal of any old equipment and waste materials for recycling and/or disposal. H. Continual cleaning of work areas daily during installation. A. The solution must integrate coverage, and include a PA system "hear-able" throughout the library. B. Installing a PA system that: 1. It covers the entire library. 2. Can be accessed from multiple locations by authorized staff. 3. Drawing sheets E201 and E202 from the renovation project construction documents provide a conceptual PA speaker layout that is diagrammatic only. It is the responsibility of the supplier and contractor to determine the appropriate equipment quantities and locations to provide ample coverage of each space as described within this document. C. Supplying and installing all necessary equipment, software, wiring, and components to ensure full system functionality. D. Provide staff training on the use of all equipment and basic technical support training. E. Provide IT Manager with sufficient training to provide technical support for all equipment, software, and components. F. Removal of old equipment and waste materials for recycling and/or disposal. G. Continually cleaning of work areas daily during installation. A. Provide full security camera coverage throughout the library refer to drawings for camera locations as indicated.. B. Installing a Camera system that: 1. It covers the entire library. 2. Can be accessed from multiple locations by authorized staff. 3. Installing security cameras to cover: 4. All interior areas of the library. 5. The employee parking lot. 6. All exterior building entrances. 7. The drive through area of the library. 8. Camera coverage will not cover the public parking lot located on the east side of the library. 9. Ensuring each interior camera includes an additional 10 feet of cable to allow for future repositioning. 10. The ability to capture clear pictures of faces entering and leaving the main entrance and Blender Cafe. 11. Providing secure storage of video recordings in compliance with Wisconsin state statutes for public libraries. 12. Ability to copy and/or make available video recordings from the storage device. C. Refer to drawing sheets E203 and E204 from the renovation project construction documents provide a conceptual camera layout diagrammatic only. It is the responsibility of the supplier and contractor to determine the appropriate equipment quantities and locations to provide ample coverage of each space as described within this document. D. Supplying and installing all necessary equipment, software, wiring, and components to ensure full system functionality. E. Provide staff training on the use of all equipment and basic technical support training. F. Provide IT Manager with sufficient training to provide technical support for all equipment, software, and components. G. Removal of old equipment and waste materials for recycling and/or disposal. H.
