Sealed bids will be received by the Municipal Authority of the Borough of Edinboro, Erie County, Commonwealth of Pennsylvania, for the following: EDINBORO WASTEWATER TREATMENT PLANT PHASE II IMPROVEMENTS CONTRACT NO. 2025-01 GENERAL/MECHANICAL CONSTRUCTION CONTRACT NO. 2025-02 ELECTRICAL CONSTRUCTION No Bid may be withdrawn for a period of one hundred forty (140) days after the time of the opening of the bids. This project is funded in whole or in part with federal funds. Davis-Bacon wage rates and other federal requirements apply and are included in the bid documents. BIDDER'S SURETY A certified check payable to the Municipal Authority of the Borough of Edinboro or a bid bond on the bid form executed by the Bidder and a surety company approved by the OWNER, in an amount equal to ten percent (10%) of the total amount of bid, must be submitted with each bid or bids will be considered nonresponsive and immediately rejected. SUCCESSFUL BIDDING BIDDER awarded this contract shall provide a performance surety in the amount of one hundred percent (100%) of the Contract amount. The Municipal Authority of the Borough of Edinboro Reserves the Right to Award or to Reject Any and/or All Portions Thereof Proposals Submitted, and to Waive Informalities in the Bidding Process if in the Best Interest of the Authority. QA date - 10-27-2025 4:00 PM Online Portal Work under these Contracts covers the furnishing of all labor, material, plant, utilities, and services required for the construction of the Edinboro Wastewater Treatment Plant Improvements. The project is located in Borough of Edinboro, Erie County, PA. The work under Contracts 2025-01 and 2025-02 consists of, but is not limited to the following: 1. All sitework and yard piping installation required to accommodate the proposed improvements. 2. All electrical construction and equipment installation required to facilitate the operation of the proposed improvements. 3. All temporary construction measures are required to facilitate the construction and operation of the proposed improvements. 4. All temporary pumps, pipes, etc., required to maintain piped process and utility systems required to maintain operation of the WWTP. 5. The installation of all required special foundations for all proposed structures. 6. Site piping as identified on the Contract Drawings. 7. Removal and Replacement of the existing Vulcan screen with a new fine screen. 8. Installation of new screen washer compactors with bagging units. 9. Install new grit and grease removal facilities and upgrades to the existing grit and grease removal facilities. 10. Install weirs in the Distribution Box. 11. Construction of the North Pump Station to house new Return and Waste Activated Sludge pumps and electrical gear. 12. Conversion of the former blower room in the Control Building to the East-West Pump Station to house new Return and Waste Activated Sludge pumps and electrical gear. 13. Construct a new onsite submersible pump station for the collection and return of internal waste streams to the Distribution Box. 14. Install a new building for chemical disinfection storage and feed equipment. 15. Install instrumentation in the Sludge Silos to improve blower operation. 16. Piping improvements to process basins to discharge return activated sludge. 17. The installation of all HVAC equipment for the proposed and modified structures as identified on the contract drawings and herein these specifications. 18. The installation of a new upgraded electric utility service transformer coordinated with the local electric utility company. 19. The installation of an upgraded plant power distribution system including a new automatic transfer switch and main switchboard (located in the office/garage building), a new underground concrete encased electrical duct bank system throughout the project site, new concrete electrical manholes and new panelboards. 20. Construction of a new plantwide emergency standby generator facility and demolition of existing generators 21. Demolition of the existing outdoor electrical switchgear and all associated equipment, including grounding, conduits, conductors, concrete foundations, duct banks and stone. 22. Supply and installation of new 480 volt panelboards, VFD panels and stand-alone motor starters. 23. Supply and installation of new low voltage transformers and lighting panelboards. 24. The installation of all process instrumentation and all custom controls required to facilitate the construction and operation of the proposed improvements. 25. Supply and installation of custom control system PLC panels. Equipment includes PLCs, operator interfaces, Ethernet switches, fiber optic cables and connectors, Category 6 cabling, and appurtenances thereto. PLC programming shall not be included. The Owner and the Owner's system integrator will perform the programming. 26. The installation of electrical panels furnished with equipment and associated field wiring including power, controls, communications, and heat trace. 27. The installation of a new supervisory control and data acquisition (SCADA) system that consists of interconnected process control equipment to new computer servers to allow complete monitoring and control of the wastewater treatment plant. Equipment supplied and programmed by Owner's system integrator includes office workstation computers, monitors, office network panel and printer.
