The nature of work will include the installation of new conduit infrastructure from the Administration Building Security Electronics Room to the existing fence as shown on the project drawing, and the installation of Owner furnished fence projection fiber cabling systems and associated equipment by a SenStar authorized installation contractor. All bidders must be licensed for the highest amount of their bid, as provided by Section 43-07-07 of the North Dakota Century Code. The bidder shall include a copy of his/her license or certificate of renewal thereof enclosed in the required bid bond envelope as required pursuant to section 43-07-12 of the North Dakota Century Code, as amended. Each bid must be accompanied by a separate envelope containing the contractor's license and full bid security. Project must be completed by June 30th , 2026. The bid security must be in a sum equal to five (5) percent of the full amount of the bid and must be in the form of a bidder's bond as required by Section 48-01.2-5, North Dakota Century Code, and executed by the bidder as principal and by a surety, conditioned that if the principal's bid is accepted and the contract awarded to the principal, the principal, within 10 days after Notice of Award, shall execute and effect a contract in accordance with the terms of the bid, and a Contractor's Bond as required by Section 48-01.2-05 of the North Dakota Century Code and any deficient bid must be resealed and returned to the bidder immediately. The North Dakota Department of Corrections and Rehabilitation (NDDCOR), herein referred to as the Owner , requests bids for the installation of replacement fence protection equipment at the North Dakota State Penitentiary (NDSP) in Bismarck, North Dakota. The new fence protection system will be the FiberPatrol system as manufactured by SenStar. All equipment will be provided by NDDOCR for installation by this contractor according to the following Scope of Work. Any installers of this system wishing to bid the installation work must be certified installers of the SenStar FiberPatrol system. Scope of Work: The following Scope of Work shall be performed by this contractor for the fence protection system upgrade, and shall be performed in accordance with the specification sections attached. The entire installation shall meet the requirements of the FiberPatrol Installation Instructions as published by SenStar. o Install FiberPatrol 24-strand fiber on existing fence. The 24-strand FiberPatrol fiber will be furnished by the Owner. o Splice the 24-strand fiber at five (5) locations on existing fence. All fiber splice kits shall be provided under this scope of work by the Contractor. o Install six (6) sensor cable management kits for gates. Kits to be furnished by the Owner. o Connect three (3) existing SenStar UltraLink processor modules. o Furnish and install weather-proof Hoffman style boxes for UltraLink processor modules. o Certify all fiber upon completion of installation and splicing. o Provide and install one 2i EMT conduit raceway system between existing security electronics room directly north of NDSP Master Control Room inside Administration Building. Refer to attached PDF for approximate conduit system routing. o Provide as-built drawings upon completion of project. All drawing backgrounds to be furnished by the Owner in a CAD or similar format. The contractor providing this scope of work shall provide the following project related items: o All standard installation tools required for FiberPatrol system installation. o Temporary restroom facilities, such as a trailer mounted portable toilet. o Lockable tool boxes for tool and materials storage. o Any vehicles, lifts or other trailers required for the movement of materials or installation of system components. o Background check information and appropriate personnel that are accepted to work on the NDSP site. o Include all travel and expenses associated with entire project. o All installation for a complete project, unless otherwise noted. o Any required permits for installation of the equipment. o Provide 1-year warranty on installation performed under this scope. The following will be provided by the Owner: o Final system connections and programming of the system. o Any FiberPatrol materials not indicated in the Scope of Work. o Integration of FiberPatrol system into existing security electronics system. Q/A :- Any and all interpretations and any supplemental instructions will be in the form of written Addenda to the Specification which will be mailed or faxed to all perspective Bidders. Failure of any Bidder to receive any such Addendum or interpretation shall not relieve Bidder from any obligation under his Bid, as submitted. All Addenda so issued shall become a part of the Contract Documents. Questions received less than seven days prior to the date for opening of Bids will not be answered.
