Statements of Qualifications (SOQs) are requested for a three-year Preapproved List for professional engineering and professional land survey services in the categories of (1) Intersection Improvement Design and (2) Construction Engineering and Inspection. Consultant Scopes of Work will be developed on a project-by-project basis. For Intersection Improvement Design, the scope typically includes Concept Report, survey work, design, PS&E (Plans, Specifications & Estimate), bidding assistance, construction surfaces, construction staking, and construction support. For Construction Engineering and Inspection, the scope typically includes coordination, reviews (schedules, submittals, pay estimates), inspection, contract enforcement, and monument perpetuations. SOQs must be a maximum of three pages, including any cover letter, and will be evaluated on project manager(s) (20%), team members (20%), relevant projects performed locally in the last seven years (50%; for Intersection Improvement Design, also submit one digital set of plans for the most recently constructed roundabout), and responsiveness to the RFQ (10%). SOQs must be submitted by the specified deadline, either in hard copy or via email in PDF format.
