This project has an SLBE Goal of 12% Richland County, South Carolina, is soliciting electronic sealed bids from licensed contractors for a new sidewalk along Hunt Club Road from Valley Stream Road to Chatsworth Road. The project will consist of grading, drainage, utility relocations, and construction of approximately 2,340 LF of new sidewalk in Richland County, South Carolina. 1. Work shall include all labor, equipment, and materials necessary to construct all of the work in a craftsman-like manner. 2. The project shall be substantially complete within one hundred eighty (180) calendar days from the receipt of the Notice to Proceed. 3. When such recognized holidays fall on a Saturday or Sunday, the Owner may, at its discretion, declare the preceding Friday or following Monday as a holiday. In the event that the Governor of the State/Board of County Commissioners shall declare any day or days preceding or following a holiday as a holiday, the Owner may, at its discretion, also declare such day or days as holidays. 4. All changes to the bid documents will be addressed through an addendum. Each bidder shall fully acquaint himself with conditions relating to the scope and restrictions attending the execution of the work under the conditions of this bid. The failure or omission of a bidder to acquaint himself with existing conditions shall in no way relieve him of any obligation with respect to this bid or to the contract. There will be restrictions on work hours on and around the normally observed holidays. All amendments to and interpretations of this solicitation shall be in writing and issued by Richland County. Richland County is seeking electronic bids from qualified vendors to provide a new sidewalk along Hunt Club Road from Valley Stream Road to Chatsworth Road. The project consists of grading, drainage, utility relocations, and construction of approximately 2,340 linear feet of new sidewalk. This project has an SLBE Goal of 12%. Each bidder shall submit with his Bid a Bid Bond with a surety company licensed in South Carolina, in the amount of five percent (5%) of the total Bid amount. A certified check may be submitted in lieu of a Bid Bond, and it shall be made payable to the Richland County Treasurer's Office, in the amount of 5% of the total Bid amount. Certified Checks must be submitted to Office of Procurement located at 2020 Hampton Street, Suite 3064, Columbia, SC 29204 PRIOR to the advertised time for bid opening. Certified Checks must be submitted and identified as such in a sealed envelope. Envelopes are kept in a secure location until such time as bids are opened. The successful bidder shall pay the cost and furnish within ten (10) days after written notice of acceptance of Bid, separate Performance and Payment Bonds. The Surety shall issue the bonds in the amount of 100% of the total contract covering the entire term of the contract as awarded. Richland County reserves the right to reject any and all bids, portions thereof, to waive minor technicalities and informalities, and to award the project to the most responsive and responsible bidder, deemed to be in the County's best interests. The project construction will generate vibrations that will travel through the earth, which will subsequently be received or "sensed" by nearby structures and inhabitants. Specific procedures that will generate earthborne vibrations during bridge and roadway construction include (but are not limited to) the installation of piles, earthquake drains, shoring walls, general foundation construction, and vibratory compaction of unclassified or borrow excavation. To mitigate the risk of vibration-related damage to nearby structures, this specification outlines the Contractor's responsibility for performing a program of preconstruction condition assessment and vibration monitoring during construction. This work shall consist of furnishing and installing construction geotextiles in accordanc e with the details shown in the plans, specifications, or as directed by the RCE.
