The work consists of furnishing all products and performing all labor necessary to carry out construction along First Ave and Church Street. This includes the removal and disposal of existing storm piping and structures, installation of approximately 750 linear feet of various size storm drain pipe including structures, construction of two stormwater detention ponds, and approximately 1,400 square yards of 1.5-inch asphalt milling and inlay. The project also includes all associated items such as traffic control, clearing, earthwork, dewatering, grassing, soil erosion and sediment controls, and any related appurtenances. All work must be completed in accordance with the plans and specifications, and within one hundred eighty calendar days. Bidders must be registered and authorized to use the federal work authorization program known as E-Verify and continue using it throughout the contract. Contractors must provide proof of a valid State of Georgia 'Utility Contractor' license and employ a 'Utility Manager' certification holder who will oversee the work. The contractor's license number must be listed on the bid form and the envelope. Bids must be accompanied by a bid bond or certified cashier's check of not less than 10% of the base bid. Performance and payment bonds, each equal to 100% of the contract price, are required from the successful bidder. Portions of this project are on privately owned property and easements will be required. The owner reserves the right to reject any or all bids. The person submitting the request shall do so in writing and be responsible for its prompt delivery. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda mailed or delivered to all parties recorded by Engineer as having received the bidding Documents.
