McDuffie County is seeking an architectural firm or individual architect to provide architectural and design services for its Community Development Block Grant application. The award of the architectural contract is contingent upon the grant being funded by the Georgia Department of Community Affairs. Firms responding must be technically qualified and licensed to provide design and inspection services for local, state, and federally funded projects including architectural services and programs. All procedures for selection will be in accordance with the RFQ package, local procurement requirements, the Uniform Administration Requirements 24 CFR Part 85.36, and the Georgia Community Development Block Grant Program Recipients Manual. This is a Section 3 contract opportunity, and the agreement is subject to Build America, Buy America Act requirements. Respondents should note the county may request additional information, interview any consultant, waive informalities, reject any or all submissions, or negotiate contract terms including scope, role, price, and staffing. Evaluation will consider project approach, timing, experience, quality of work, and capacity of performance, with past performance on local government construction projects also reviewed in terms of timeliness, budget, and quality. Consultants are responsible for all submittal costs. Three copies of the proposal are required, two by mail and one by email. Proposals must be received by the stated deadline and late proposals will not be considered. McDuffie County reserves the right to accept or reject any or all proposals.
