Bids must be submitted via the online system, e-Builder. No paper bids will be accepted. Bidders are required to submit the Bid Verification, Statement of Qualifications, and all forms required in the bid documents, uploading these to e-Builder. All forms must be fully completed and executed when submitted. Bid documents are available for download. Instructions for registering and bidding in e-Builder are provided. A mandatory Pre-Bid Conference will be held at the project site, and attendance is required for bid eligibility. Bidders will have the opportunity to tour the project site and there will be a general discussion of the project. Failure to attend the mandatory pre-bid conference will result in automatic disqualification. The owner reserves the right to disqualify bidders for failure to arrive on time. Questions regarding bidding documents, the process, or e-Builder must be submitted in e-Builder. Only written questions and corresponding written answers will be binding. No communication with state employees other than the contracting officer is permitted until bidder selection is announced, except during the pre-bid conference. Violation may result in bid rejection. Question Deadline 11/13/2025 No oral interpretations will be made to bidders as to the requirements of the Bidding Documents. Requests for interpretation of the Bidding Documents shall be made in writing not later than six (6) business days prior to the date set for receipt of bids.
